·         Contracts must not prohibit SPIN changes.
 
·         Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).
 
·         Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period.
 
·         All contracts awarded will be contingent upon E-rate funding and final board approval.  The applicant may choose to do all or part of the project upon funding notification.
 
·         All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms.
 
·         E-rate rules require applicants to evaluate the cost of eligible goods and services, and to cost-allocate out the amount for ineligible services from their funding request. If your company will be bidding bundled data and voice plans, please identify the amount to be cost-allocated out for the ineligible data, text messaging functions or other bundled ineligible services.
·         Bidders for all services and products (except for tariffed telecommunications services or month-to-month services which do not have a related contract) must also submit a contract for products or services.
 
·         If the Applicant is requesting bids for equipment with specific make and model numbers listed, the Applicant will also accept bids for functionally equivalent equipment.
 
·         SERVICE PROVIDERS ARE REQUIRED TO BID THE ENTIRE HARDWARE PROJECT/UPGRADE.  BIDS FOR INDIVIDUAL COMPONENTS WILL BE DISQUALIFIED. 
 
 
·         Vendors are required to submit bids via the template “Internal connections – Template V15 – 1” or “Basic Maintenance Template V15 – 1” for each individual school that is receiving equipment and a separate template for all shared equipment.  Please name each template for the name of the school and project.  Example:  “Smith Elementary School Wireless Project” or “Wireless project shared equipment for all schools.”  Vendors that do not submit bids in the required template format will be disqualified from the process. 
 

Services and Equipment Requested :
 Local phone service including PRI circuit – Approx 15 analog lines and 100 DID lines.  E-rate rules require applicants to evaluate the cost of eligible goods and services, and to cost-allocate out the amount for ineligible services from their funding request. If your company will be bidding local phone service, please identify the amount to be cost-allocated out for the ineligible services - DID lines, voice mail, caller ID, inside wire maintenance, 900 call blocking, or other bundled ineligible services.

Long distance service – Approx 38 lines

Cellular phone service – Approx 6 lines.  E-rate rules require applicants to evaluate the cost of eligible goods and services, and to cost-allocate out the amount for ineligible services from their funding request. If your company will be bidding bundled data and voice plans, please identify the amount to be cost-allocated out for the ineligible data, text messaging functions or other bundled ineligible services.

Internet Access – Minimum 80Mb bandwidth, maximum 100Mb bandwidth.  The terminating address for this circuit is 11020 CR504, Blue Ridge, TX; (972) 752.  Please provide quotes for both 80Mb and 100Mb bandwidths.  Internet service should also include firewall service and DNS service.  Please clearly identify any separate costs for installation, activation, or initial configuration for this service.  Please also clearly identify any additional costs for maintenance and/or technical support.

There is a spreadsheet available for download “Blue Ridge C2 List” that details the equipment needed for each school.  We would like for you to submit your bids in your normal format – a word/excel/PDF as you normally would (in addition to the required templates).  The winning vendor will be required to complete, for each school (and all shared equipment), the 2016 USAC C2 Templates when they become available.  In an effort to provide as much detail about how we use our network and to hopefully lead to more accurate bids Applicant wants vendors to be ware that they are a 1:1 school and utilize mobile carts.

Regarding Blue Ridge ISD and this statement: "SERVICE PROVIDERS ARE REQUIRED TO BID THE ENTIRE HARDWARE PROJECT/UPGRADE. BIDS FOR INDIVIDUAL COMPONENTS WILL BE DISQUALIFIED." Does this mean that I have to bid everything for each campus? I would like to bid just the wifi and possibly the cabling project and not the switches and UPS. Please advise. Thank you, Mary

Answer:
 Yes, you are required to bid the entire project. The project must be bid in completion since the access points need the cat5e wire and the switches to be operational along the ups units are also a needed update to maintain the network closet switches protected against power surge and outages.

 

the idea is to have the project operational at the final stage of the installation.  

Are these AP's replacing locations where AP's are currently installed? Are you looking for help in placement of the AP's or are these for classrooms? For the cable drops, are these Cat5e? Do you have sufficient room on current patch panels? Will you provide a floor plan of each school? With whom do we coordinate the site visit on the dates shown?

Answer:
 this new ap's are replacing an old installation or arrays where a single array of 4 ap's served 4 classrooms.

this new ap's will require cabling (one ap per classroom) new install and setup.

this is cat5e we do have room in our rack and a new patch panel.

We are not interested in bidding the services or cellular on this RFP, but are channel partners for all the data equipment listed. Is it mandatory to bid the services to submit a bid for the equipment?

Answer:
 Vendors do not have to bid the Category One services to place an equipment bid. However, if you are bidding the equipment, you are required to bid all of it or your bid will be disqualified.

the addresses listed in the question above refer to a past question were they required the addresses for the wifi projects elementary school and middle school not the phone lines.

The switch requested in the RFP has been phased out. The replacement for the HP Procurve 1910 is HP 1920-24G-PoE+ 370W. Is it acceptable to the district to bid the new model of switch since the other has been phased out?

 yes it is acceptable.

Will the applicant consider a hosted PBX voice over ip solution for the local and long distance service with app on smartphone (twin) we can port existing DID (without disturbing existing activity)

Answer:
 No, those services are not requested on this IFCB.

I would like to know how to enter freight on the required spreadsheet? There are freight charges for much of the equipment to be quoted but in the drop down boxes on the required spreadsheet I don’t see how I can enter freight. Thank you.

Answer:
 You have two options: you can include the price of the freight in the cost for each item. If that doesn’t work for you, choose “miscellaneous” for the first column, then choose “installation, activation, and configuration” in the second column, in “make” choose “other”, then list “freight charges” in the model number - but remember we have to have the costs for each school, not a district wide total.
