IFCB Requirements :
 ·         All Questions and Bids must be submitted using the on-line IFCB system. ·         Bidder must agree to participate in USF Program (AKA “E-rate”) for the corresponding funding year.
 
·         Please include the correct Service Provider Identification Number (SPIN) on your bid.
 
·         By submitting a bid, bidder certifies that the bidder does have a valid (non-red light status) SPIN for the E-rate program at the time of submission. Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.
 
·         Bidder is expected to provide the lowest corresponding price per E-rate rules.  See http://www.usac.org/sl/service-providers/step02/lowest-corresponding-price.aspx for details.
 
·         Contracts must not prohibit SPIN changes.
 
·         Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).
 
·         Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period.
 
·         All contracts awarded will be contingent upon E-rate funding and final board approval.  The applicant may choose to do all or part of the project upon funding notification.
 
·         All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms.
 
·         E-rate rules require applicants to evaluate the cost of eligible goods and services, and to cost-allocate out the amount for ineligible services from their funding request. If your company will be bidding internet access service, please identify the amount to be cost-allocated out for the ineligible services – email service, web hosting, content filtering, or other bundled ineligible services.

Answer:
 We need 2 x 1 Gbps ports for 802.11 ac

Thanks for the quick response. Cisco and Cisco Meraki can support the same throughput with 1x 1Gb port. We would like to submit a bid that we believe would other than having 2x 1Gb ports, meet your requirements. May we have an exception if we are in fact able to support the same effective throughput with our 802.11ac access points? Thank you.

 We prefer that vendors bid the requested specifications. We may choose to award more points to those vendors that bid to the specifications listed.

What is the service start date needed for the WAN?

Answer:
 We are looking at 7/1/2015.

When are the new facilities expected to be built/completed?

Answer:
 Sometime between June and Jully

Will the district consider a solution delivering 10Gb to each site?

Answer:
 Yes we will.

Are vendors required to bid any POE switching equipment for this RFP?

Answer:
 No

Are vendors required to bid any cabling for this RFP?

Answer:

Please explain in more detail the ‘hitless failover in case of controller failure’ requirements

Answer:
 If one controller should fail, the second controller must be able to take over all the access points automatically.

Please advise if the controller should be sized to support only the access points deployed at the three sites or the entire Tomball School District? Thank you.

Answer:
 If it is a centralized controller, it will need to support growth for additional campuses around the District up to over 1,024 devices.
