IFCB Requirements :

·        All Questions and Bids must be submitted using the on-line IFCB system. ·        By submitting a bid, bidder certifies that the bidder does have a valid (non-red light status) SPIN for the E-rate program at the time of submission. Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.

·        Contracts must not prohibit SPIN changes.

 

·        Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).

 

·        Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period.

 

·        All contracts awarded will be contingent upon E-rate funding and final board approval.  The applicant may choose to do all or part of the project upon funding notification.

 

·        All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms.

 

·        E-rate rules require applicants to evaluate the cost of eligible goods and services, and to cost-allocate out the amount for ineligible services from their funding request. If your company will be bidding bundled data and voice plans, please identify the amount to be cost-allocated out for the ineligible data, text messaging functions or other bundled ineligible services.

UPDATE 1/15/15: C2 Project below states this is for 7 campuses. It is actually for 8 campuses. The information for all 8 campuses has been included with the information available for download and we are not changing the items requested. We're just notifying vendors this project is for 8 campuses, not 7.

Local phone service including 3 PRI circuits – Approx. 1,600 DID lines and 185 analog/POTS lines. The terminating address for two circuits is 1700 9th Ave N., Texas City, 77590; (409) 924 and the third is at 1431 9th Ave N, Texas City, 77590 (409)224. E-rate rules require applicants to evaluate the cost of eligible goods and services, and to cost-allocate out the amount for DID lines from their funding request. If your company will be bidding local phone service, please identify the amount to be cost-allocated out for the ineligible DID lines.

Long distance service – Approx. 1,785 lines

Cellular phone service – Approx. 2 lines.  E-rate rules require applicants to evaluate the cost of eligible goods and services, and to cost-allocate out the amount for ineligible services from their funding request. Category 2 Project

DISQUALIFICATION FACTOR – Vendors are required to bid the entire hardware project.  Bids for individual components of the project will be disqualified. 

Texas City ISD is looking to increase its current wireless to provide BYOD service to the campuses.

Approx. 600 access points capable of supporting Wireless N / AC over 7 campuses.
Approx. 20 Switches for the access points
Approx. 300 drops for the access point locations
Approx. 600 wireless licenses and controllers or new controllers to manage the wireless devices.

If additional core switches are needed they should be capable of supporting the throughput necessary to the campuses.

Texas City will provide blueprints.  There is an additional document available for download with additional information about this project. There will be two voluntary site visit dates – Thursday, January 8, 2015 in the afternoon and Thursday, January 15, 2015. Is the hardware to be installed or only delivered?

Answer:
 I would like delivery of switches, we will install those ourselves.  However access points, drops etc we would prefer they be included in installation.

I would like to know if it is possible to get PDF's of the site plans for the cabling engineering and materials estimation.

Answer:
 It appears no blueprints are available that show cable paths.  However I can say that the paths are standard and run through halls.

Is it acceptable for a vendor bid on all the components of Project I and not bid on Project II? Thank you

Answer:
 If you are asking if you can just bid the Category One requests, and not bid the Category Two project (equipment) - yes, you can do that.

Can you define the approximate number of required long distance minutes monthly. Thank you

Answer:
 Based on current long distance bills to reflect usage, any line can  have a minimum of 3 hours a month of long distance calls.

1) TCHS has multiple floors. If we wish to quote new switches for the access points, will we be using a fiber connection or connect to existing core/Ethernet switches? 2) If we need to include fiber connectivity between any MDF's/IDF's what type of connectors are to be used?

Answer:
 Question 1. New switches need to be connected back to the core via Fiber connection. 

Question 2. We have 12 strand MM fiber between IDF’s and MDF and there are available strands to use however if fiber needed to be added we currently use SC to LC connectors but LC to LC would be fine also. If you use our existing fiber the connecters are SC at the patch panel and LC at the switch.
