IFCB Requirements :
 ·         All Questions and Bids must be submitted using the on-line IFCB system. ·         Bidder must agree to participate in USF Program (AKA “E-rate”) for the corresponding funding year.
 
·         Please include the correct Service Provider Identification Number (SPIN) on your bid.
 
·         By submitting a bid, bidder certifies that the bidder does have a valid (non-red light status) SPIN for the E-rate program at the time of submission. Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.
 
·         Bidder is expected to provide the lowest corresponding price per E-rate rules.  See http://www.usac.org/sl/service-providers/step02/lowest-corresponding-price.aspx for details.
 
·         Contracts must not prohibit SPIN changes.
 
·         Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).
 
·         Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period.
 
·         All contracts awarded will be contingent upon E-rate funding and final board approval.  The applicant may choose to do all or part of the project upon funding notification.
 
·         All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms.
 
·         E-rate rules require applicants to evaluate the cost of eligible goods and services, and to cost-allocate out the amount for ineligible services from their funding request. If your company will be bidding VOIP phone service, please identify the amount to be cost-allocated out for the ineligible features such as voicemail, conference bridge, DID lines, caller ID, or other bundled ineligible services.

DISQUALIFICATION FACTOR:
Because USAC now requires data-entry of every line item on a contract, vendors bidding on the Category Two Internal Connections request are REQUIRED to submit bids using the “Year 18 Required IC Template.” Vendors that submit bids that do not use this template will have their bids disqualified. Network Infrastructure installation for new building being constructed of approx. 150,000 square feet – this will include wireless access points, wireless controllers, cabling, switches, routers, firewall, UPS devices and racks as needed to support 900+ users.

Of the 75 users requested, how many of those would be admin or secretary type users versus a classroom. Trying to determine the amount of usage to bid.

Answer:
 Approximately 30 of the 75 users will be non-classroom positions

How many numbers do you need to port?

Answer:
 If I understand this question correctly, we will have approximately 22 phone lines (numbers) coming in to our new facility.

Do you require new SIP-enabled handsets?

Answer:
 We may need to add some new SIP-enabled handsets to serve the additional stations that will be added in our new facility, but we will only be "adding to" our current CISCO VoIP system handsets; we will not be replacing them.

If new handsets are required, would you like to lease or purchase handsets?

Answer:
 We would most likely purchase any additional handsets that are required for our new facility.

How many voicemail boxes are needed?

Answer:
 We will require approximately 125 voice mailboxes.

Do you require or are you interested in any Receptionist Console Software?

Answer:
 We would be interested in examining any "Receptionist Console Software" proposals.

Do you require system paging? If so, please provide the make/model of your current paging amplifier.

 Yes, we will be using system paging.

1. & 2. We do not have a  "quantity of network drops for each floor..." However, the maximum number of drops will be 35 drops per classroom and 6 drops per office. The room location details are laid out in the submitted PDF files.

8. We recently replaced all of our Aruba WAP's and our Adtran switches with Cisco WAP's and Cisco switches; with excellent results. We now prefer Cisco WAP's and switches.

9. & 10. The number & type of  future racks/cabinets is currently unknown.

 

We anticipate that there will be a main server room and an additional satellite network closet on the main floor, as well as an auxiliary satellite network closet on the second floor.

What is the current student count? What will the connection speed be to the building?

Answer:
 Although our current student count is approximately 850 scholars (students), we expect our student population in the new facility to be approximately 1200 scholars. Our current data connection is 100mb fiber, which we believe will continue to be the case (at a minimum) in the our new facility.
