IFCB Requirements :
 ·         All Questions and Bids must be submitted using the on-line IFCB system. ·         Bidder must agree to participate in USF Program (AKA “E-rate”) for the corresponding funding year.
 
·         Please include the correct Service Provider Identification Number (SPIN) on your bid.
 
·         By submitting a bid, bidder certifies that the bidder does have a valid (non-red light status) SPIN for the E-rate program at the time of submission. Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.
 
·         Bidder is expected to provide the lowest corresponding price per E-rate rules.  See http://www.usac.org/sl/service-providers/step02/lowest-corresponding-price.aspx for details.
 
·         Contracts must not prohibit SPIN changes.
 
·         Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).
 
·         Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period.
 
·         All contracts awarded will be contingent upon E-rate funding and final board approval.  The applicant may choose to do all or part of the project upon funding notification.
 
·         All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms.
 
·         E-rate rules require applicants to evaluate the cost of eligible goods and services, and to cost-allocate out the amount for ineligible services from their funding request. If your company will be bidding local phone service, please identify the amount to be cost-allocated out for the ineligible services - DID lines, voice mail, caller ID, inside wire maintenance, 900 call blocking, or other bundled ineligible services.

DISQUALIFICATION FACTOR: Because USAC now requires data-entry of every line item on a contract, vendors bidding on the Category Two Internal Connections request are REQUIRED to submit bids using the “Year 18 Required IC Template.” Vendors that submit bids that do not use this template will have their bids disqualified. Answer:
 We have decided to cancel the request for the T1 circuit. 

I have 3 questions with regards to the Category 2 Hardware Project: 1. What is the model number for your preferred Wireless Access Points? 2. Would you accept company recertified or manufacturer refurbished products for this project? 3. Do you require installation of the Wireless Access Points, or just the delivery of product?

Answer:

Answer: We do not have a preferred wireless access points

Answer: No, we do not want recertified or refurbished products.

Answer: We require installation of the wireless access points.

Will the School have fiber connection between main building and new elementary? Will the connection be 1 GB or 10GB? will it be single mode fiber or Multi mode fiber? what frequency?

Answer:
 Yes, the main building (high school) will connect the new elementary with a 10 GB fiber line. Not sure whether it should be single or multi mode.

Do the radios need to be software controlled so they can run 5 ghz simultaneously? Does the end user want the building set for a 1:1 BYOD environment?

Answer:
 The radios should be able to be controlled by software. There are no plans to create a 1:1 environment at the elementary campus at this time, however, we do want the entire campus covered with WiFi in order to have wireless devices in all classrooms and offices.

Can you please specify locations of IDF and MDF closets for new elementary? Is the Uplink between closets already in place or does it need to be bid?

Answer:
 The uplink from MDF and IDF will need to be in the bid.

What is the use of the copper circuit in the bid?

Answer:
 We have decided to cancel the request for the T1 circuit. 

I see in the first question above a 10Gb P2P. That is not a service that is related to this bid, is it? I do not see it in the bid requirements.

Answer:
 no, it is not related to the bid. This is to connect the high school with the elementary school with fiber cable.
