IFCB Requirements :

·        All Questions and Bids must be submitted using the on-line IFCB system. If for some reason the system is down before the respective deadline, please email your bid to info@crwconsulting.com or fax it to 918.445.0049. Bids or questions submitted in this fashion will be disqualified if the on-line system is active at the time of submission.

 

·        Bidder must agree to participate in USF Program (AKA “E-rate”) for the corresponding funding year.

 

·        Please include the correct Service Provider Identification Number (SPIN) on your bid.

 

·        By submitting a bid, bidder certifies that the bidder does have a valid (non-red light status) SPIN for the E-rate program at the time of submission. Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.

 

·        Bidder is expected to provide the lowest corresponding price per E-rate rules.  See http://www.usac.org/sl/service-providers/step02/lowest-corresponding-price.aspx for details.

 

·        Contracts must not prohibit SPIN changes.

 

·        Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).

 

·        Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period.

 

·        All contracts awarded will be contingent upon E-rate funding and final board approval.  The applicant may choose to do all or part of the project upon funding notification.

 

·        All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms.

 

·        E-rate rules require applicants to evaluate the cost of eligible goods and services, and to cost-allocate out the amount for ineligible services from their funding request. If your company will be bidding bundled data and voice plans, please identify the amount to be cost-allocated out for the ineligible data, text messaging functions or other bundled ineligible services.

 

·        If bidding Category 2: E-rate rules require Category Two budgets to be calculated by each individual school. In order to accurately track those budgets, please break up your bid by each school.


Services and Equipment Requested :

UDPATE 12/15/14: A REVISED SOW SPREADSHEET HAS BEEN ATTACHED. THE PREVIOUS SPREADSHEET HAD AN ERROR IN A FORMULA THAT CALCULATED THE TOTALS FOR EQUIPMENT.

UPDATE 12/9/14: AN ADDITIONAL VOLUNTARY SITE VISIT FOR THE C2 PROJECT HAS BEEN ADDED. NEW SITE VISIT DATE IS 12/16/14 AT 10 AM.

UPDATE 12/2/14: Project A: make/model of switch corrected from X460 to X670. Bid deadline has been extended 28 days. Correct equipment list available for download.


UPDATE 11/24/14 - PROJECT A: number of switches on attached documenation is correct at Approx. 168 switches needed, not 144.

CATEGORY 2:

Project to replace all end of life or unsupported equipment in order to prepare for wireless coverage and power over Ethernet requirements in all schools.

Project A: Install and configure 144 Extreme 460-G2 switches or equivalent with 26 10G modules.

Project B: Install and configure 81 network manageable UPS devices in each MDF and IDF closet as specified in attachment. UPS devices must include the required MIB for centralized management and notification for NETSITE \ RIDGELINE.

Project C: Install and configure 660 Extreme or equivalent Access points as defined in attachment by school.

Project D: Run 660 CAT6 wire runs to support the wireless access points and identify network IDF / MDF closet for termination. All wires must be punched down to a CAT6 patch panel, certified, labeled, and tested before handing the cut sheet over to Perth Amboy.

Voluntary site walkthroughs are allowed when scheduled on November 25th or December 2nd of 2014.  Vendors must RSVP to set times between 10:00am and 3:00 pm those dates to Keith Kolibas, kkolibas@paps.net. This email is to RSVP for site visits only, all questions and bids must be submitted via the IFCB. Location will be 300 Eagle Avenue for all walk through appointments.

Was a heat map created to determine the number and location of the access points? Is the district replacing the wireless network for the entire school or adding access points to an existing Extreme wireless network? Are there more details available regarding the type of access points required besides "660 Extreme or equivalent access points"?

Answer:
      We have not created a heat map to determine the number of access points or locations to date.  We suggest vendors create those maps and submit them with their bids. We are placing 1 AP in every classroom at a district level in 15 schools. We would require an Access Point with AC and clean air technology to stay consistent with current wireless standards. We are standardizing on Extreme equipment so I would like the device to be an Extreme or equivalent AP that works with their reporting and monitoring systems.

 We are looking for AC as the standard.  Please also provide heat maps with wireless discovery for signal strength and coverage.

As previously stated Perth Amboy is looking @ Extreme equipment or equivalent AP that works with the current reporting and monitoring systems. Please share details on existing reporting/monitoring system?

 we are going to be using ridgeline / netsite for network monitoring.

What is the requirement for uplinks, 1G or 10G, for Edge to Distribution & Distribution to Core?

Answer:
 Uplinks are 10g for all.

Will the Edge closets require stacking?

Answer:
 Yes, all edge closets will be stacked for redundancy.

Hi, The total number of switches in the spreadseeht is 170. F4 row is ommited in the sum function. Please correct either function or number of switches. Regards, Tom

What type of fiber will the uplink from Distribution to the Core be, Multi-mode or Single Mode?

Answer:
 All fiber from the core to distribution is single mode 10g
