IFCB Requirements :

·        All Questions and Bids must be submitted using the on-line IFCB system. ·        Bidder must agree to participate in USF Program (AKA “E-rate”) for the corresponding funding year.

 

·        Please include the correct Service Provider Identification Number (SPIN) on your bid.

 

·        By submitting a bid, bidder certifies that the bidder does have a valid (non-red light status) SPIN for the E-rate program at the time of submission. Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.

 

·        Bidder is expected to provide the lowest corresponding price per E-rate rules.  See http://www.usac.org/sl/service-providers/step02/lowest-corresponding-price.aspx for details.

 

·        Contracts must not prohibit SPIN changes.

 

·        Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).

 

·        Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period.

 

·        All contracts awarded will be contingent upon E-rate funding and final board approval.  The applicant may choose to do all or part of the project upon funding notification.

 

·        All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms.

  

·        E-rate rules require applicants to evaluate the cost of eligible goods and services, and to cost-allocate out the amount for ineligible services from their funding request. If your company will be bidding local phone service, please identify the amount to be cost-allocated out for the ineligible services - DID lines, voice mail, caller ID, inside wire maintenance, 900 call blocking, or other bundled ineligible services.

 

·        E-rate rules require applicants to evaluate the cost of eligible goods and services, and to cost-allocate out the amount for ineligible services from their funding request. If your company will be bidding internet access service, please identify the amount to be cost-allocated out for the ineligible services – email service, web hosting, content filtering, or other bundled ineligible services.

 

·        If bidding Category 2: E-rate rules require Category Two budgets to be calculated by each individual school. In order to accurately track those budgets, please break up your bid by each school.

 

·        MAINTENANCE BIDS LISTING ONLY AN HOURLY RATE AND NOT A MONTHLY OR ANNUAL TOTAL WILL BE DISQUALIFIED.  VENDORS QUOTING AN HOURLY RATE ARE REQUIRED TO ALSO A)CONFIRM THAT YOU HAVE THE ABILITY/EXPERTISE TO MAINTAIN ALL OF THE EQUIPMENT LISTED AND B) PROPOSE A NUMBER OF HOURS AT A PARTICUALR RATE MONTHLY TO PROPERLY MAINTAIN THE ENTIRE LIST OF EQUIPMENT.  BIDS THAT CONTAIN ONLY HOURLY RATES, WITHOUT CONFIRMATION THAT THE COMPANY CAN SERVICE THE LIST OF EQUIPMENT, OR WITHOUT A MONTHLY TOTAL WILL BE DISQUALIFIED.

·        VENDORS WISHING TO SUBMIT BIDS FOR CATEGORY 2 PROJECT MUST ATTEND ONE OF TWO MANDATORY SITE VISITS LISTED BELOW. BIDS FROM VENDORS WHO DID NOT ATTEND EITHER OF THE SITE VISITS WILL BE DISQUALIFIED.

1.       Q. What brand of switches do we want?

A. I prefer Cisco, but any brand will work.

2.       Q. How many wireless access points will we need?

          A. 18 to 20.

3.       Q. What is the preferred brand of wireless access points?

          A.  We are requesting ARUBA Model # APIN 0225’s.

4.       Q. What about racks?

          A. You will need to include racks for each of the different switch locations.

5.       Q. Will there be a need for a fiber run inside the buildings?

          A. Yes, there will be a couple of runs long enough to need fiber.

6.       Q. What about on shorter runs, do you still prefer fiber?

          A. No.  On shorter runs, I am fine with CAT6 cabling or fiber.

WAN Connection – Minimum 200 Mb bandwidth, district will consider up to 1,000 Mb bandwidth. This connection will go from the HS at 420 N Broadway, Locust Grove 74352 to the ELC at 695 East Joe Koelsch Dr., Locust Grove 74352.

CATEGORY 2 PROJECT:

DISQUALIFICATION FACTOR – ONE OF TWO MANDATORY SITE VISITS MUST BE ATTENDED TO BID ON C2 PROJECT. BIDS RECEIVED FROM VENDORS NOT ATTENDING ONE OF THE TWO DATES WILL BE DISQUALIFIED. THE FIRST SITE VISIT IS MONDAY, DECEMBER 1, 2014 AND THE SECOND IS MONDAY, DECEMBER 8, 2014. BOTH WILL BE AT 9:00AM. VENDORS PLEASE REPORT TO THE SUPERINTENDENTS OFFICE AND ASK FOR KENNY HELTON.

Questions Received with Applicant Answers   ( Ask Questions? )




After visiting the site today and speaking with the Peak Up representative and Mr. Hix it was discussed that Salina Spavinaw should bid the fiber connections going into the school and from building to building. Is is possible to bid these connections without bidding the whole project? We are aware that Peak Up currently maintains the school and we work with them closely on this school and others that we provide the internet service to.

Answer:
 We are requiring that vendors bid the entire hardware project or their bids will be disqualified. If individual companies decide partner up to submit one bid that covers the entire IC project that is fine, but that bid has to be submitted by one vendor/one SPIN.

Would Locust Grove School District be open to a Hosted VoIP solution?

Answer:
 No, Hosted VoIP is not requested on this IFCB.
