IFCB Requirements :

·        All Questions and Bids must be submitted using the on-line IFCB system. ·        Bidder must agree to participate in USF Program (AKA “E-rate”) for the corresponding funding year.

 

·        Please include the correct Service Provider Identification Number (SPIN) on your bid.

 

·        By submitting a bid, bidder certifies that the bidder does have a valid (non-red light status) SPIN for the E-rate program at the time of submission. Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.

 

·        Bidder is expected to provide the lowest corresponding price per E-rate rules.  See http://www.usac.org/sl/service-providers/step02/lowest-corresponding-price.aspx for details.

 

·        Contracts must not prohibit SPIN changes.

 

·        Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).

 

·        Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period.

 

·        All contracts awarded will be contingent upon E-rate funding and final board approval.  The applicant may choose to do all or part of the project upon funding notification.

 

·        All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms.

 

·        E-rate rules require applicants to evaluate the cost of eligible goods and services, and to cost-allocate out the amount for ineligible services from their funding request. If your company will be bidding local phone service, please identify the amount to be cost-allocated out for the ineligible services - DID lines, voice mail, caller ID, inside wire maintenance, 900 call blocking, or other bundled ineligible services.

 

·        If bidding Category 2: E-rate rules require Category Two budgets to be calculated by each individual school. In order to accurately track those budgets, please break up your bid by each school.

  

·        VENDORS WISHING TO SUBMIT BIDS FOR CATEGORY 2 PROJECT MUST ATTEND ONE OF TWO MANDATORY SITE VISITS LISTED BELOW. BIDS FROM VENDORS WHO DID NOT ATTEND EITHER OF THE SITE VISITS WILL BE DISQUALIFIED.

There are two dates scheduled for the mandatory site visits. The time for each date is 7:30 AM to 11:00 AM and 12:30 AM to 3:30 PM. Is this an all day site visit?

Answer:
 As long as they arrive within those times everything will work out. I left the 11-12:30 break for lunch in case a potential bidder arrives right at 11

Your mandatory site visit each of the scheduled days has a morning and afternoon session. Will it take both sessions to cover everything? Or does the morning session represent the completion of one site visit and the afternoon session a repeat of the morning session? Is it necessary to attend both sessions?

Answer:
 Site visits may vary for potential bidders but we should be able to cover everything that is necessary during one visit. I would go as far as to say a site visit can be sufficiently conducted in approximately one hour give or take 30 minutes depending on questions asked/answered.

Please provide a physical site listing of sites needing wireless service. Please provide drawings of each site needing wireless service.

Answer:
 There are multiple buildings but only one address: The only address is 7900 N Hwy 7, Jessieville, AR 71949. Fire escape plans will be provided as an attachment after the Thanksgiving break.

Is the wiring required for WiFi portion 1 of the C2 request included in the Cabling portion 3 of the C2 request? Do we need to include POE switches for the wireless solution, apart from the Switch Gear portion 2 of the C2 request?

Answer:
 Each of these are separate jobs. There will be wiring needed for the wireless access points but that is not included in the third C2 project. The switch project will include POE switches for access points but is not part of the wireless project. If I get funded for the wireless project I will have to get my district to purchase POE switches.

Are you interested in SIP Trunk service, that can be delivered either in SIP or as plain telephone lines?

Answer:
 No, we are not currently interested 

Will the single mode fiber be installed before the Switch Replacement Project? I'm asking because single mode SFP+ optics aren't going to support being connect to the existing 62.5 micron fiber optic cabling.

Answer:
 I am hoping to have singlemode fiber installed in most places before the switch replacement project. If that is not completed we can make other arrangements when the time comes.

Should the installation of the SMF be quoted as part of the cabling project? If so, can it be identified where single mode fiber already exists? In cases where SMF does not currently exist, can we assume that conduit exists and that there is room to install new fiber? In cases where conduit does not exist, can the conduit installation pathways be identified?

Answer:
The school is in the process of installing single mode fiber ourselves instead of waiting on erate. Quoting fiber will not be part of this due to that fact. As for the rest of the cabling portion, I do not know what runs will be like in most locations but it would be wise to assume that it was not done to standards. Runs may require the installation of jhooks/cable trays to keep cabling away from florescent lights.

In regards to the copper cabling, if needed, can the old cabling be removed to create space in the pathways for the new CAT6 cabling? Or is it expected that all old cabling will be removed?

Answer:
 Yes, the cabling that is being replaced can be removed but there are places where cabling will be left for now as they are not eligible for erate.
