IFCB Requirements :

·        All Questions and Bids must be submitted using the on-line IFCB system. ·        Bidder must agree to participate in USF Program (AKA “E-rate”) for the corresponding funding year.

 

·        Please include the correct Service Provider Identification Number (SPIN) on your bid.

 

·        By submitting a bid, bidder certifies that the bidder does have a valid (non-red light status) SPIN for the E-rate program at the time of submission. Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.

 

·        Bidder is expected to provide the lowest corresponding price per E-rate rules.  See http://www.usac.org/sl/service-providers/step02/lowest-corresponding-price.aspx for details.

 

·        Contracts must not prohibit SPIN changes.

 

·        Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).

 

·        Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period.

 

·        All contracts awarded will be contingent upon E-rate funding and final board approval.  The applicant may choose to do all or part of the project upon funding notification.

 

·        All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms.

 

·        E-rate rules require applicants to evaluate the cost of eligible goods and services, and to cost-allocate out the amount for ineligible services from their funding request. If your company will be bidding bundled data and voice plans, please identify the amount to be cost-allocated out for the ineligible data, text messaging functions or other bundled ineligible services.

·        If bidding Category 2: E-rate rules require Category Two budgets to be calculated by each individual school. In order to accurately track those budgets, please break up your bid by each school.

 

·        SERVICE PROVIDERS ARE REQUIRED TO BID THE ENTIRE HARDWARE PROJECT/UPGRADE.  BIDS FOR INDIVIDUAL COMPONENTS OF THE PROJECT/UPGRADE WILL BE DISQUALIFIED.

UPDATE 11/25/14 Information from site visit:

·         The district currently has 5000 mobile devices plus BYOD in grades 9-12

·         Our network is a single fiber with a straight link, no loop. 

·         10 GB between buildings and some points in the buildings

·         We currently have 5000 series Avaya switches – and we would prefer to continue with Avaya switches. Bids for functionally equivalent equipment will be accepted.

·         We have one controller at Central Office with a management console.

·         We will update our maps with network closets marked.

·         When writing your bid, include cabling.

·         We are in the process of switching all classrooms over to wireless projectors.

·         We have roaming APs.

·         We have 2 domains – one for students and one for staff.

·         Security Layer proposals are welcome.

·         We have a centralized data center.

·         When writing your bid, assume all switches we have currently are full.  Bid should include switches and battery back-up.

·         Our bandwidth is currently 750 MB through Morenet with a GB connection.

Should cabling be included in the bid?  Yes please give us a bid with and without.  We are also open to suggestions.  We are looking for the best solution.  Be sure to include all equipment that would be needed. 

 

What brand of access points do you currently have and how many do you have?  We currently use Brocade access points and there are approximately 350 throughout the entire district.

CATEGORY 2 PROJECT:

DISQUALIFICATION FACTOR - VENDORS ARE REQUIRED TO BID THE ENTIRE C2/HARDWARE PROJECT.  BIDS FOR INDIVIDUAL COMPONENTS OF THE PROJECT WILL BE DISQUALIFIED. 

If bidding Category 2 – Erate rules require Category 2 budgets to be calculated by each individual school. In order to accurately track those budgets, please break up your bid by school.

There will be 2 voluntary site visits. Vendors can come and view the sites on November 19, 2014 at 9:00am or 1:00pm and December 4, 2014 at 9:00am or 1:00pm. The Blue Springs School District will need a network infrastructure upgrade project which will include wireless access points (one per classroom and appropriate common areas), wireless controllers, switches and UPS devices. This project will cover 3 high school and 4 middle school buildings respectively.

does the district have a preference on switch manufacturer? Are the different schools all typical cinder block schools?

Answer:
 Yes, we use Avaya switching and the buildings are cinder block.

You are showing 176 lines of cellular service. What is the breakdown between basic phones and smartphones?

Answer:
 Currently we have 161 Smart phones in the district and we have 23 phones that are just phones that are pay per call phones – no data.

 

How many minutes are pooled on the current cell account?

Answer:
 We currently have 161 smartphones on a plan that pools 400 minutes each so that results in a total of 64,400 minutes.

Are we adding the five rooms at the Annex across from Blue Springs HS into the bid? How many wires are we pulling for each access point?

Answer:
 Yes, we are including the 5 classrooms in the North Annex building.  It is an instructional facility.

Bid only needs to include cost for 1 cat 5e or cat 6 cable per access point.

You are looking to upgrade your Access points etc. What brand do you currently have? Has your district standardized on any brand in the other schools?

Answer:
 We are looking to install a new wireless solution in our (7) grade 6-12 buildings.

We currently use Brocade wireless and are looking for a system of comparable quality.  We will be moving our Brocade AP’s down to our k -5 buildings.

Are you willing or open to considering bids strictly for internet / bandwidth options?

Answer:
 No, those services are not requested.

The updated list shows the number of rooms, Moreland shows 10-14-14 in the upper right of the pdf, but room count shows 61 rooms. How many rooms are required, 38, 61 or ??

 Yes

Are we to provide patch cables? If so, how many per installed cable?

Answer:
 Yes, one per installed cable.

Are we to provide horizontal wire managers associated with new patch panels?

Answer:
 Yes

Does cable supports like J-hooks or cable tray exist in all locations that need cabling?

Answer:
 Best estimate is that cable hooks and trays exist in about 50% of buildings.

Does available fiber strands exist between floors, closets, and buildings where applicable for use for this project?

Answer:
 Not all locations have needed fiber.  Blue Springs will supply fiber connections between closets where needed.

Are all firewalls currently penetrated and sleeved with fire stop for all locations requiring an AP? If so, can all firewall sleeves have enough space for the additional cabling this project will require?

Answer:
 Yes

The current Avaya ERS 5620 switches only support 802.3af PoE, and do not support 802.3at PoE+. 802.3at PoE+ will be required to utilize the maximum number of radios and capabilities of newer 802.11ac wireless access points. The Avaya ERS 4850GTS-PWR+ switch models will be required for 48 port PoE+, but they do not support mixed stacking with the current Avaya ERS 5620, 5610, or 5650 switches. Are 10G interfaces available on the 5650 switches to connect the stack of 5600 series switches with the stack of 4800 series switches in each closet location?

Answer:
 Yes, 10Gbps connections will be available.

What is the approximate number of students in each classroom and the approximate number of mobile devices expected in each classroom

Answer:
 25 students per classroom average.

2 devices per student.

Is mobility between classrooms a requirement?

Answer:
 We do want that functionaltiy
