IFCB Requirements :

·        All Questions and Bids must be submitted using the on-line IFCB system. ·        By submitting a bid, bidder certifies that the bidder does have a valid (non-red light status) SPIN for the E-rate program at the time of submission. Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.

·        Contracts must not prohibit SPIN changes.

 

·        Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).

 

·        Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period.

 

·        All contracts awarded will be contingent upon E-rate funding and final board approval.  The applicant may choose to do all or part of the project upon funding notification.

 

·        All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms.

 

·        E-rate rules require applicants to evaluate the cost of eligible goods and services, and to cost-allocate out the amount for ineligible services from their funding request. If your company will be bidding bundled data and voice plans, please identify the amount to be cost-allocated out for the ineligible data, text messaging functions or other bundled ineligible services.

Services and Equipment Requested :

Local phone service – Approx. 135 lines. E-rate rules require applicants to evaluate the cost of eligible goods and services, and to cost-allocate out the amount for ineligible services from their funding request. Long distance service – Average minutes used per month 3,600

Cellular phone service including data plans – Approx. 41 lines. E-rate rules require applicants to evaluate the cost of eligible goods and services, and to cost-allocate out the amount for ineligible services from their funding request. Internet Access – Minimum cable modem bandwidth. Terminating address for this circuit is 800 M St NE, Ardmore, 73401. E-rate rules require applicants to evaluate the cost of eligible goods and services, and to cost-allocate out the amount for email, web hosting, and content filtering. If your bids for Internet access include any ineligible services, please identify the amount to be cost-allocated out for email, web hosting, and content filtering or other bundled ineligible services.

Internet Access – Minimum 500 Mb bandwidth. District may consider other bandwidths. Terminating address for this circuit is 701 Veterans Blvd, Ardmore, 73401. If your bids for Internet access include any ineligible services, please identify the amount to be cost-allocated out for email, web hosting, and content filtering or other bundled ineligible services.

Category 2: District Network Infrastructure Upgrade. The district will need a network infrastructure upgrade with will include three projects:

Project 1 – Cat 6A Cabling
Project 2 – Racks for eligible equipment
Project 3 – APC Battery Backups or functional equivalent

Each project must be bid separately.

I would like to submit a bid for dedicated internet line, but do not offer hosting services. Will you accept bids for internet circuits standalone from other requirements?

Answer:
 I would say yes, however we do use hosted email and we prefer bids that include that service.

Since web/email hosting is a completely separate service (with most providers), would you have the option to keep your current hosted services but simply switch your internet provider/internet line?

Answer:
 We will accept Internet access bids that don’t include those services. If your bid does include those services, please identify the cost of those services separately so we can cost-allocate them out from your proposal.

-Is the number of cabling drops per site as indicated on the Erate Walk Through Sheet 12-3-14 adding to existing cabling at each site or replacing existing cabling at each site? Jefferson – 295 MS – 642 HS – 1080 CE – 877 WR – 716 Lincoln – 522 Admin – 195 -If replacing existing cabling, will the existing cabling need to be mined out? -If replacing existing cabling, are there structured cabling pathways established? -If mining, will vendor use existing conduit/tracking or provide new tracking? -Are there any high ceilings? -Are ceilings drop ceilings or solid?

Answer:
 Replacing not adding to.  Work must be done in accordance with time of school to ensure uptime of existing equipment during cutover.

Do not have to mine out existing cabling other than remove it from the wall if trying to use same access to get new cable down wall.

Removing it from the (MDF/IDF) is needed however but can just be bundled up out of the way and then reuse the existing cable path and any wire management inside data rooms.

Any new wall fiber runner or cable management needed to make it look nice would need to be included in bid.

All areas/sites do not have cable tray.  Use of and cable management (jhooks) etc. should be part of your bid to run your wiring.

Most all areas are drop ceilings.  Some ceilings (especially at HS) are 15 foot or higher and expect longer runs there.

-Is the number of racks per sites as indicated on the Erate Walk Through Sheet 12-3-14 adding to existing network data rooms/closets at each site or replacing existing network racks at each site? Jefferson – no new rack, 1 data room MS – 1 new rack, 3 data rooms HS – 3 new racks, 6 data rooms CE – 1 new rack, 3 data rooms WR – 4 new racks, 3 data rooms Lincoln – 7 new racks, 2 data rooms Admin – 1 new rack, 1 data room -If replacing racks, will grounding be needed for new racks or is there existing grounding in place? -If replacing racks, is customer or vendor responsible for moving cabling patch panels and switching equipment? -Since Jefferson is not getting a new rack, will existing rack accommodate 295 network drops? Space for patch panels?

Answer:
 Most are using existing racks.

For the new racks at each site listed in your question, they are for the most part a new additional rack but a few are replacing existing older racks.  We will remove any old racks out of the way.

Yes customer will move equipment and patch cables.

Racks do not have to be grounded.

Yes we understand the quantity of what we ask for to replace cabling in existing multiple racks at Jefferson including patch panels.  Quote 2U front and rear wire management (quantity of 2) for every 48 wires new wires ran.
