IFCB Requirements :

·         Bidder must agree to participate in USF Program (AKA “E-rate”) for the corresponding funding year.
                         
·         Please include the correct Service Provider Identification Number (SPIN) on your bid.
 
·         By submitting a bid, bidder certifies that the bidder does have a valid (non-red light status) SPIN for the E-rate program at the time of submission. Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.
 
·         Bidder is expected to provide the lowest corresponding price per E-rate rules. See http://www.usac.org/sl/service-providers/step02/lowest-corresponding-price.aspx for details.
 
·         Contracts must not prohibit SPIN changes.
 
·         Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).
 
·         Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period.
 
·         All contracts awarded will be contingent upon E-rate funding and final board approval. The applicant may choose to do all or part of the project upon funding notification.
 
·         All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms.

Services and Equipment Requested :

UPDATE 11/12/14: SANGER IS CANCELLING THE C2 PROJECT. THE DISTRICT WILL NO LONGER BE SEEKING A WIRELESS INFRASTRUCTURE UPGRADE OR CABLING. THE SITE VISIT SCHEDULED FOR 11/18/14 IS CANCELLED. THE DISTRICT WILL BE PURCHASING THIS EQUIPMENT PRIOR TO APRIL 1, 2015 (WHICH WILL MAKE IT INELIGIBLE FOR ERATE).

Internet Access – Minimum 100Mb bandwidth, applicant is considering upgrading up to 200MB bandwidth and will consider additional bandwidths.  Applicant is requesting bids/contracts for a scalable, multi-year contract. The terminating address for this circuit is 100 Indian Lane, Sanger, TX 76266.

WAN Connections – Approx 6 connections @ 1GB bandwidth each:

          1.       From 508 North 7th Street to 404 Hughes Street
          2.       From 404 Hughes Street to 105 North Berry

Chirs - i am submitting the pricing for the Sanger ISD Wan connections - question do they really want point to point connections or would they prefer a GIG at all sites where any campus can tlak to the other?

Answer:
 The existing fiber routes are all over the board and some campuses take up to 6 hops to get to the internet.  I will accept any proposals that include re-routing fiber to enter the HS directly (where the Internet is).  

What is the existing Wireless Infrastructure?

Answer:
 1AP to 2 rooms (Aerohive) at HS, MS, Chisolm Trail.  Other campuses have adhoc non-managed consumer based APs.  Cabling is needed.

Can you please clarify the last two addresses for your WAN? Also, is there a hub for all these connections? It seems that the only common site for all these connections is 105 N Berry. Is that the hub? Are you open to a 5 and 10 year contract?

For the WAN connections, are we to use Layer 2 or Layer 3? If Layer 3, is the provider to supply the CPE router at each location? Thank you!

Answer:
 Layer 3, the switches will be provided by school district.

Would you consider a pure Star architecture with all schools aggregating to the 6th grade, or to the Data Center? If so, would you prefer multiple 1Gb handoffs (one for each site) or a single 10Gb handoff at the aggregate site?

Answer:
 I will accept any proposals that include re-routing fiber to enter the HS directly (where the Internet is). Ideally I would like to link directly to 100 Indian Lane since that's were our core router is as well as internet link   If not possible, the existing configuration will suffice with some modifications such as fiber splicing to go from MS to HS, skipping 6GC and Annex. 1 Gb handoffs

Can as-built drawings be made available to properly quote the cabling?

Answer:
The district has decided to cancel the entire E-rate hardware project. They will not be seeking E-rate funding or applying for any of the C2 project. We apologize for any inconvenience.
