IFCB Requirements :

· All Questions and Bids must be submitted using the on-line IFCB system. If for some reason the system is down before the respective deadline, please email your bid to info@crwconsulting.com or fax it to 918.445.0049. Bids or questions submitted in this fashion will be disqualified if the on-line system is active at the time of submission.

· Bidder must agree to participate in USF Program (AKA “E-rate”) for the corresponding funding year.

· Please include the correct Service Provider Identification Number (SPIN) on your bid.

· By submitting a bid, bidder certifies that the bidder does have a valid (non-red light status) SPIN for the E-rate program at the time of submission. Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.

· Bidder is expected to provide the lowest corresponding price per E-rate rules. See http://www.usac.org/sl/service-providers/step02/lowest-corresponding-price.aspx for details.

· Contracts must not prohibit SPIN changes.

· Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).

· Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period.

· All contracts awarded will be contingent upon E-rate funding and final board approval. The applicant may choose to do all or part of the project upon funding notification.

· All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms.

· VENDORS ARE REQUIRED TO BID THE ENTIRE CATEGORY TWO PROJECT. BIDS FOR INDIVIDUAL COMPONENTS OF THE CATEGORY TWO PROJECT WILL BE DISQUALIFIED.

UPDATE 12/2/14: LIST OF QUESTIONS AND ANSWERS FROM THE SITE VIST ARE BEING POSTED BELOW.

Q: Are there drop ceiling in all the building? A: Yes
Q: What kind of cable? A: Must be Cat 6 from major vendor with each end terminated with Cat 6 female jack and 1' to 2' cat 6 patch cable at each end.
Q: Are all the runs less that 100 meters? A: Yes You can use each class room as 30' square to calculated the distance for each drop.
Q: Where are the APs located? A: Each AP is to be mounted in the center of each room or office.
Q: Would I consider other vendors? Juniper and Aruba was Spec. A: yes

UPDATE: 11/28/14 BID AND QUESTION DEADLINE HAS BEEN EXTENDED TO ACCOMIDATE VOLUNTARY SITE VIST OF Tues Dec. 2, 2014 9:00 to 2:00.

Local phone service including PRI circuit – Approx 23 lines. The terminating address for the circuit is 400 West Main Street, Sperry, OK 74073.

Long distance service – Applicant averages 650-1,050 minutes per month

Cellular phone service (voice only) – Approx 12 lines

Category Two Project – Network Infrastructure Upgrade – There are two additional documents associated with this IFCB that are available for download – one is a spreadsheet detailing the requested equipment; the other is a diagram. Applicant has listed preferred make/model # for requested equipment and will accept bids for functional equivalents of all items. VENDORS ARE REQUIRED TO BID THE ENTIRE CATEGORY TWO PROJECT. BIDS FOR INDIVIDUAL COMPONENTS OF THE CATEGORY TWO PROJECT WILL BE DISQUALIFIED.

Is a site walk through required?

Answer:

No, none are scheduled, but you are required to bid the entire C2 project.

Will you accept manufacturer refurbished or company refurbished products for this bid?

Answer:
We are not requesting bids for refurbished equipment.

Is installation required for the Category 2 project?

Answer:
The installation off the equipment is not required. The installation of the drops for the wireless is required.

I wanted to find out who is bidding the Cable/Fiber for this project REF. IFCB 632460001247247. Thank you.

Answer:
We won't know that until the bid deadline has passed and it's not proper competitive bidding behavior to let you know who you are bidding against.

Will a site survey be available? What category of cable is required? Is there a cable and connector manufacture specified? Does the school(s) contain asbestos? Can existing pathways be utilized? Are there existing ports on the patch panels that can be utilized? Are their drop tile ceilings? If not, is conduit or surface mounted raceway required to install the cable?

Answer:
Tues Dec. 2, 2014 9:00 to 2:00. Site survey will have to be the week ofter Thanksgiving. Cable must be cat 6 any major vendor. School does not contain asbestos. You may utilize existing pathways. You will need to provide all patch panel. All ceiling have drop tile. All drop will terminate in the middle of each room where the APs will be located. We want cat 6 path cable at both ends of the run.

Are we allowed to submit multiple bids w/different product vendors?

Answer:
We would prefer that you bid your one best solution.
