IFCB Requirements :
·         All Questions and Bids must be submitted using the on-line IFCB system. ·         Bidder must agree to participate in USF Program (AKA “E-rate”) for the corresponding funding year.
 
·         Please include the correct Service Provider Identification Number (SPIN) on your bid.
 
·         By submitting a bid, bidder certifies that the bidder does have a valid (non-red light status) SPIN for the E-rate program at the time of submission. Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.
 
·         Bidder is expected to provide the lowest corresponding price per E-rate rules. See http://www.usac.org/sl/service-providers/step02/lowest-corresponding-price.aspx for details.
 
·         Contracts must not prohibit SPIN changes.
 
·         Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).
 
·         Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period.
 
·         All contracts awarded will be contingent upon E-rate funding and final board approval. The applicant may choose to do all or part of the project upon funding notification.
 
·         All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms.
                                                                                                                   
·         E-rate rules require applicants to evaluate the cost of eligible goods and services, and to cost-allocate out the amount for data plans and text messaging from their funding request. Cellular phone service including data plans – Approx 257 lines including 13 with data plans. E-rate rules require applicants to evaluate the cost of eligible goods and services and to cost-allocate out the amount for data plans and text messaging from their funding request. WAN Connectivity - Approx 2 connections; Minimum 1GB bandwidth each from 1 Longhorn Blvd, Cedar Hill, TX 75104; (972) 291 to: 1020 Lake Ridge Parkway and 1150 East Pleasant Run Road. Applicant is requesting bids/contracts for a scalable, multi-year contract. Applicant would like quotes for: 1GB, 2GB, 5GB and 10 GB bandwidths for each connection.

Please provide some clarification on the following response requirements, "identify the amount to be cost-allocated out for the ineligible DID lines."

Answer:
 DIDs are no longer E-rate eligible for the upcoming funding year (7/1/2015 – 6/30/2016). We need for vendors to identify the pricing for DIDs separately (from the PRI quote) so we can remove the ineligible cost of the DIDs before we apply for funding.

Please provide a breakdown of the types of phones that you have or desire as well as how many pooled minutes are necessary to cover the District usage. Thanks!

 # of pooled minutes is not currently available. We suggest you bid a variety of plans and we will pick the one that is appropriate. Basic cell phones with push to talk functionality.

 

For the WAN connections, are we to use Layer 2 or Layer 3? If Layer 3, is the provider to supply the CPE router at each location? Thank you!
