IFCB Requirements :

·        By submitting a bid, bidder certifies that the bidder does have a valid (non-red light status) SPIN for the E-rate program at the time of submission. Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.

·        Contracts must not prohibit SPIN changes.

 

·        Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).

 

·        Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period.

 

·        All contracts awarded will be contingent upon E-rate funding and final board approval.  The applicant may choose to do all or part of the project upon funding notification.

 

·        All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms.

 

·        E-rate rules require applicants to evaluate the cost of eligible goods and services, and to cost-allocate out the amount for data plans and text messaging from their funding request. If your company will be bidding bundled data and voice plans, please identify the amount to be cost-allocated out for the ineligible data and text messaging functions.

WAN Connections – Minimum 7 x 1 GB bandwidth, district considering up to 10 GB bandwidth with one of the following options:
Option 1 – Up to 10 G shared access between all sites with 1G interfaces at the remote sites and one interface (up to 10G) at the data center.
Option 2 – Shared access (up to 10 B) between all sites with 10 G interfaces at all sites. 10G handoff must be via fiber optics with LC connector.
Option 3 – Dedicated interfaces (up to 10G) from each remote site back to the data center. The data center would have a dedicated port (up to 10G) per remote site. 10G handoff must be fiber optics with LC connector.

If the vendor is providing switching/routing hardware then it must be protected by a UPS (vendor provided) with minimum of one hour uptime.

Regarding Category 2, are you able to provide more detail surrounding the equipment needed and total environment of the project?

Answer:
 The wireless portion covers 5 different campuses with approximately 225 classrooms. There are a few additional details on the document attached to this IFCB: "ChickashaC2." We suggest you attend one of the mandatory site vists to get a better idea of the total environment of the project. 

1. In which of the three options requested is the WAN configured today? If none of these options how is the WAN configured today? 2. What Manufacturer of switches is at each of the WAN sites today (or will be resident when the service is installed)? I.e.; Cisco, HP, etc. 3. Are there 1.0 Gbps (or 10.0 Gbps) SFP slots available, for insertion of vendor provided SFP modules, within each of these switches?

Answer:
 In which of the three options requested is the WAN configured today? None

If none of these options how is the WAN configured today? 1GB connections at all sites with shared 1GB backbone.

2. What Manufacturer of switches is at each of the WAN sites today (or will be resident when the service is installed)? I.e.; Cisco, HP, etc. Extreme Networks

3. Are there 1.0 Gbps (or 10.0 Gbps) SFP slots available, for insertion of vendor provided SFP modules, within each of these switches? If 1GB, SFP slots are available. For 10GB no slots available unless priority 2 funding for switches comes through.

AT&T respectfully request a waiver on the site visit for C2 services?

 I'm sorry, but we can not provide a waiver for the mandatory site visits.
