IFCB Requirements :

·        All Questions and Bids must be submitted using the on-line IFCB system. Bids or questions submitted in this fashion will be disqualified if the on-line system is active at the time of submission.

·        Bidder must agree to participate in USF Program (AKA “E-rate”) for the corresponding funding year.

·        Please include the correct Service Provider Identification Number (SPIN) on your bid.

·        By submitting a bid, bidder certifies that the bidder does have a valid (non-red light status) SPIN for the E-rate program at the time of submission. Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.

·        Bidder is expected to provide the lowest corresponding price per E-rate rules.  See http://www.usac.org/sl/service-providers/step02/lowest-corresponding-price.aspx for details.

·        Contracts must not prohibit SPIN changes.

·        Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).

·        Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period.

·        All contracts awarded will be contingent upon E-rate funding and final board approval.  The applicant may choose to do all or part of the project upon funding notification.

·        All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms.

PTP circuit – Minimum 100 Mb bandwidth. From 615 W. Missouri, Midland, TX 79701 to 2811 Laforce Blvd. Midland, TX 79706.

 

PTP circuit - Minimum 4.5 Mb, district interested in upgrading to 9 Mb. District will also consider higher bandwidths up to 50 Mb. Circuit goes from 1314 Hines, San Antonio, TX 78208 to 615 W. Missouri, Midland, TX 79701.

 

Internet Access - DSL bandwidth. This circuit terminates at 1300 S. Midland Dr. Midland, TX 79703.

SIP trunk service – Approx. 150 access lines to 615 W Missouri Ave, Midland 79701 (432)689. May also add second site approx. 100-150 access lines to 3500 Neely Ave, Midland 79707 (432)694.

Can you please expound on the requirements for the Video Conferencing Bridge Service for district? • Is this request strictly for bridging service and if so are you looking at premise based bridges as well as ‘as-a-service’ bridging? • What is the current video infrastructure and endpoints today (Cisco/Tandberg, Polycom, LifeSize, etc.)? • Can you provide a list of equipment currently in use? • How many ports are you looking for on the bridge? • Do you have an estimated monthly usage in terms of minutes used that you can provide?

Answer:
 o             Is this request strictly for bridging service and if so are you looking at premise based bridges as well as 'as-a-service' bridging?

We are looking for bridging as a service, available through the Internet.
 
o             What is the current video infrastructure and endpoints today (Cisco/Tandberg, Polycom, LifeSize, etc.)?
We are using a Windows PC with the Cisco Jabber software and a web cam as an endpoint.
 
o             Can you provide a list of equipment currently in use?
There is no equipment other than a Windows PC and an attached HD web camera.
 
o             How many ports are you looking for on the bridge?
We do not have a preference.
 
o             Do you have an estimated monthly usage in terms of minutes used that you can provide?
Our estimated usage is 120 minutes per month.  
 

a. You show a minimum 100Mb bandwidth. What is the maximum bandwidth that you will be looking for? b. What is the contract term of this P2P circuit? c. Would Midland ISD be responsible for the end to end charge? Or the cost will be split with Region 18?

This circuit was listed in error and we will not be applying for it. We apologize for the inconvenience.

QUESTION C:  YES, MIDLAND ISD WOULD BE RESPONSIBLE FOR THE ENTIRE CHARGE.  WE WILL NOT SPLIT COSTS WITH REGION 20.

a. Please provide the make and model number of the IP PBX b. What is the average usage of Long Distance minutes per month? c. How many DID numbers that required?

Answer:
 QUESTION A:  THE PBX  WILL BE A CISCO UCM, 9.1 (9 DOT 1).

QUESTION B:  THE DISTRICT'S CURRENT LD USAGE IS ONLY APPROX. 180 MIN/MONTH.  HOWEVER, THE EXPANSION OF THE PHONE SYSTEM WILL MEAN A LARGE INCREASE IN USAGE.  PLEASE INCLUDE A QUOTE FOR 36,000 MINUTES OF LD PER MONTH.

QUESTION C: THE DISTRICT IS RESERVING A BLOCK OF 10,000.  WE WILL BE PORTING 10,000 DID NUMBERS.
