IFCB Requirements :

·         All Questions and Bids must be submitted using the on-line IFCB system. If for some reason the system is down before the respective deadline, please email your bid to info@crwconsulting.com or fax it to 918.445.0049. Bids or questions submitted in this fashion will be disqualified if the on-line system is active at the time of submission.

 

·         Bidder must agree to participate in USF Program (AKA “E-rate”) for the corresponding funding year.

 

·         Please include the correct Service Provider Identification Number (SPIN) on your bid.

 

·         By submitting a bid, bidder certifies that the bidder does have a valid (non-red light status) SPIN for the E-rate program at the time of submission. Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.

 

·         Bidder is expected to provide the lowest corresponding price per E-rate rules.  See http://www.usac.org/sl/service-providers/step02/lowest-corresponding-price.aspx for details.

 

·         Contracts must not prohibit SPIN changes.

 

·         Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).

 

·         Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period.

 

·         All contracts awarded will be contingent upon E-rate funding and final board approval.  The applicant may choose to do all or part of the project upon funding notification.

 

·         All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms.

Local and long distance services - Approx 25 analog lines

Cellular phone service including internet access/data plans - Approx 14 lines

Wireless internet access/data plans for mobile hot spot - Approx 2 mobile hot spots

Internet Access - Applicant currently has three separate internet connections at 50Mb bandwidth each.  Applicant is considering upgrading each connection to 100Mb bandwidth.  Service providers are encouraged to submit bids/quotes with scalable bandwidth pricing from 50Mb to 100Mb bandwidths.  Applicant is seeking internet access from separate providers on the following connections:

Long Distance Service. 1. Are calls between the locations considered long distance or does current phone system show these calls as local? Cellular Phone Service 1.Are all 14 lines for Smart Phones? 2.How many minutes/text/data per month per phone needed or are all of these on unlimited talk/text/data? Wireless Internet Access 1.What locations for mobile hot spots 2.What type of connection is currently being utilized 3.Is a wireless hot-spot or mesh option acceptable. Answer:
 Long Distance Service:

At this time the calls between campuses are long distance and show as such. However, we are implementing a system as I type this that will negate that. The calls will, with the new service be through our LAN and not go out through phone lines.
 
Cellular Phone Service:
1. No, they are not all Smart Phones (7 yes/7 no)
2. We share 4700 minutes and use just over half of that. Smart phones have unlimited Text and Data and wireless internet.
Internet Access:
1. Two of the smart phones have mobile hot spot capability (Superintendent & Tech Coordinators phones).
2. The three campuses will have guest and mobile hot spot capability with the new wireless system that is being installed at this time. At the current time we only provide wireless internet to approved users/faculty and staff with a security code through consumer grade wireless routers.
3. The new system that we have already purchased will have this capability.
