IFCB Requirements :

· All Questions and Bids must be submitted using the on-line IFCB system. If for some reason the system is down before the respective deadline, please email your bid to info@crwconsulting.com or fax it to 918.445.0049. Bids or questions submitted in this fashion will be disqualified if the on-line system is active at the time of submission.

· Bidder must agree to participate in USF Program (AKA “E-rate”) for the corresponding funding year.

· Please include the correct Service Provider Identification Number (SPIN) on your bid.

· By submitting a bid, bidder certifies that the bidder does have a valid (non-red light status) SPIN for the E-rate program at the time of submission. Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.

· Bidder is expected to provide the lowest corresponding price per E-rate rules. See http://www.usac.org/sl/service-providers/step02/lowest-corresponding-price.aspx for details.

· Contracts should be contingent upon E-rate funding unless stated otherwise.

· Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).

· Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period.

· Depending on E-rate funding, the district may choose to proceed with all or part of the projects, at the district’s discretion.

· All contracts awarded under this RFP bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms.

· · Maintenance bids listing only an hourly rate will be disqualified. Vendors quoting an hourly rate are required to also a) confirm that you have the ability/expertise to maintain all of the equipment listed and b) propose a number of hours at a particular rate monthly to properly maintain the entire list of equipment. Bids that only contain hourly rates, without confirmation that the company can service the list of equipment, or without a monthly total, will be disqualified.

District is seeking to upgrade current network backbone. District currently has:

Internet access is a fiber optic full DS3
Firewall

Content filter
CISCO Catalyst 3550 multilayer switch (router) connections to the following:

CISCO Catalyst 2970 switch in server room used for servers

CISCO Catalyst 2960 switch in high school connected by single mode fiber

CISCO Catalyst 2950 switches (qty 3)

One in Jr. high school connected by CAT5

One in Elementary school connected by CAT5

One in transportation building connected by single mode fiber

HP Procurve switches connected to 2970, 2960, and 2950s by CAT5

The district is looking for replacements of the CISCO switches that would replace the old failing switches and yet allow them to increase throughput, efficiency, and wireless access.

The district would also like a new firewall.

There is also a Linksys SR W2024 and approximately 10 Netgear 10/100 non-managed switches that they would like replaced by cable and conduit ran back to a managed switch.

MAINTENANCE AS NEEDED ON ABOVE EQUIPMENT

MAINTENANCE BIDS LISTING ONLY AN HOURLY RATE AND NOT A MONTHLY OR ANNUAL TOTAL WILL BE DISQUALIFIED. VENDORS QUOTING AN HOURLY RATE ARE REQUIRED TO ALSO A) CONFIRM THAT YOU HAVE THE ABILITY/EXPERTISE TO MAINTAIN ALL OF THE EQUIPMENT LISTED AND B) PROPOSE A NUMBER OF HOURS AT A PARTICULAR RATE MONTHLY TO PROPERLY MAINTAIN THE ENTIRE LIST OF EQUIPMENT. BIDS THAT CONTAIN ONLY HOURLY RATES, WITHOUT CONFIRMATION THAT THE COMPANY CAN SERVICE THE LIST OF EQUIPMENT, OR WITHOUT A MONTHLY TOTAL, WILL BE DISQUALIFIED.

Do you want the new switches to be POE?

POE is not needed

I also noticed that many of Cisco switches have 24 and 48 port, 10/100 or Gig options. Can you please clarify which options for each of the switches you would like? Thank you,

Answer:
Gig for all. We aren't wanting a anything that is only 10/100. As for the 24 or 48, I would prefer 48 ports as to allow for future expansion.

Is the mandatory bid conference just for internal connections? Can the PRI be bid without attending the bid conference? Also, will Eaglenet have service to this School District?

Answer:
1. Correct the mandatory bid conference is just for Internal Connections.

2. Yes, the PRI may be bid without attending a site meeting.

3. Unknown at this time if Eaglenet will have service to us.
