Dover is requesting Hosted VoIP Service for approx. 75 phones (currently at 55 – anticipated growth up to 75). NPA/NXX for all buildings is (479) 331. Dover estimates the need for approximately 10 simultaneous calls. Vendors must confirm via their bid proper network  connectivity already exists at the district or include in their bid the cost of the additional circuit for connectivity (if necessary).
Long Distance Service – Approx. 73 lines
Cellular phone service with data plans – Approx. 8 lines

Answer:
 Those documents are attached to this IFCB, see the links right above the "services and equipment requested" section of this IFCB.

1. Does the district have a cabling manufacturer preference? 2. Is a warranty required for the cabling and if so how long? 3. Does the new school have any data closets? If so, how many? The attached drawing does not indicate. 4. What equipment is required in the data closet - 7' racks, cabinets etc? 5. If there are data closets, does the district want them connected with fiber? If so, how many strands and what would be the type of fiber desired? (.5 micron or .625 micron) 6. Is the district desiring a complete 'turn-key' cabling solution or should a bid response price only the items listed in the RFP? (Complete cable management, grounding bounding, closet construction with appropriate rack/cabinets, pathway etc.) 7. Does the district require any deliverables for the cabling plant? (Drawings, test results for copper and fiber, warranty)

Answer:
 1. Does the district have a cabling manufacturer preference? No

2. Is a warranty required for the cabling and if so how long?  No, but a full quality and line check will be done prior to payment

3. Does the new school have any data closets? If so, how many? The attached drawing does not indicate. Yes.  The floor plan has areas marked for building facilities (labeled “STOR.”, “MECH.”, or “CUST” on the pdf version of the plan, non-restroom grey areas on the .jpg plan).  These will be possible areas for cabling closets to be determined further along.  My estimate is that 2 data closets will be needed.

4. What equipment is required in the data closet - 7\' racks, cabinets etc? A 7’ rack in each closet (2 total estimated)

5. If there are data closets, does the district want them connected with fiber? If so, how many strands and what would be the type of fiber desired? (.5 micron or .625 micron) Yes.  4 strand .625 micron cables between closets will suffice.

6. Is the district desiring a complete \'turn-key\' cabling solution or should a bid response price only the items listed in the RFP? (Complete cable management, grounding bounding, closet construction with appropriate rack/cabinets, pathway etc.) Yes, ‘turn-key’ is a good description of what we’re looking for.  I really don’t want to have to terminate the lines, fasten them above drop ceilings, or so on.

7. Does the district require any deliverables for the cabling plant? (Drawings, test results for copper and fiber, warranty) Both ends of all cabling will need to be labeled.  Drawings would be nice, but any easily read documentation that shows where each line is going to, and coming from, will suffice.  Copper and fiber test results would be a plus, but not required.  Local testing will be done to ensure completion regardless, but if you have reports as a result of your own testing they would be much appreciated.

Is it possible to schedule a walk through?

Answer:
 I'm not sure what we would walk you through, the hardware requested on this IFCB is for new a building, construction has not started yet. The best documentation we have are the floor plans attached to this IFCB.

1. If this total number of phones is for multiple buildings, how are your buildings connected currently? (leased fiber, customer owned fiber, etc) 3. Would you like to make a differentiation between standard user phones(12 buttons), classroom phones(2 buttons), and/or admin phones(32 buttons)? 4. Is the existing Middle School building being demolished or is this an addition to the existing facility? If so, will cabling be required in the existing building or only in the new construction?

Answer:
 1. Regarding Hosted VoIP system, is the current count of 55 for all existing phones in the district, and then we assume an increase to bring the total to 75 after the completion of the new Middle School, or are all 75 for the Middle School? 55 is the count of phones needed to support the building based on floor plans.  This count includes offices and classrooms.  75 is the number for growth purposes.  We do not want a system that can only handle 55 lines, only to have to completely replace it should we need a handful more at some point.

 
2. If this total number of phones is for multiple buildings, how are your buildings connected currently? (leased fiber, customer owned fiber, etc) The numbers are for a building to be newly constructed.  It will be connected to the rest of our campus by locally owned underground fiber (Gigabit).
 
3. Would you like to make a differentiation between standard user phones(12 buttons), classroom phones(2 buttons), and/or admin phones(32 buttons)? Yes, 5 admin phones, and the rest user phones (even in classrooms).
 
4. Is the existing Middle School building being demolished or is this an addition to the existing facility? If so, will cabling be required in the existing building or only in the new construction? The existing school will eventually be demolished, and this project is adding onto an existing building as well.  The added onto building will be gutted and remodeled, so as far as the phone system installation goes, it will be all-new construction.  We have an additional Priority II request submitted for the network wiring needed to run the building included on this IFCB.
 

Would you be willing to consider a wireless solution that is controller based instead of cloud based? Proposed system would be _______wireless, where the controller sits out of the data path eliminating traffic bottlenecks usually experienced with controller solutions. ________also outperforms competitors in real world scenarios. Please let me know if you would be willing to accept ______ Wireless as an option for your competitive proposal. Thank you.

Answer:
 E-rate rules require us to be specific about the equipment we are requesting. Please bid the equipment requested on the 470 and on this IFCB. 

If there is intention of using N-standard access points, should the 25 cable runs for these units be Cat6 instead of Cat5e?

Answer:
 We run N-standard access points with Gigabit Ethernet over Cat5e cabling in district now, so I do not see the need for the added expense of the Cat6 cabling.

 

Am I able to upload a bid for the Hosted VoIP service only for the Greenwood SD? We may not be able to cost-effectively supply all requested items and services, but are more than capable to deliver the requested Hosted VoIP.

Answer:

Yes, you may submit bids for individual components of this IFCB. Vendors are not required to bid all services. If we required bids for all components/services listed we would make sure we have that clearly stated as a disqualification factor on this IFCB.

Am I able to upload a bid for the Hosted VoIP service only for the Dover SD? We may not be able to cost-effectively supply all requested items and services, but are more than capable to deliver the requested Hosted VoIP.

 Yes, you may submit bids for individual components of this IFCB. Vendors are not required to bid all services. If we required bids for all components/services listed we would make sure we have that clearly stated as a disqualification factor on this IFCB.
