IFCB Requirements :
 ·        All Questions and Bids must be submitted using the on-line IFCB system. ·        Bidder must agree to participate in USF Program (AKA “E-rate”) for the corresponding funding year.
·        Please include the correct Service Provider Identification Number (SPIN) on your bid.
·        By submitting a bid, bidder certifies that the bidder does have a valid (non-red light status) SPIN for the E-rate program at the time of submission. Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.

·        Contracts should be contingent upon E-rate funding unless stated otherwise.
·        Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).
·        Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period.
·        Depending on E-rate funding, the district may choose to proceed with all or part of the projects, at the district’s discretion.
·        All contracts awarded under this RFP bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms.

UPDATE 11/14/13 – A WAN CONNECTION WAS LEFT OFF THE ORIGINAL IFCB. WESTWOOD ES SHOULD ALSO BE INCLUDED AS A SIXTH SITE FOR WAN CONNECTIVITY. THE QUESTION AND BID DEADLINES HAVE BEEN EXTENDED FOR A NEW 28 DAY PERIOD AND THIS IFCB NOW INCLUDES  THE SIXTH SITE. THE NEW 470 FOR WAN CONNECTIVITY IS 31270001164915.


Services and Equipment Requested :
Hosted VOIP service - Applicant is seeking VOIP service for approx 40 lines that are currently ananlog; there are currently approx 100 handsets. Applicant assumes a circuit would be needed for service. The number of DID lines needed is dependent upon the cost. NPA-NXX for all buildings is (479)996.

Cellular phone service - Approx 30 lines with data plans

Internet Access - Applicant is currently at 200 Mb bandwidth. They are considering upgrading to 1 Gb bandwidth. Please price incrementally from 200 Mb upto 1 Gb. Circuit terminates at 420 North Main St, (479) 996.

WAN Connectivity for 6 school sites. See list below. Applicant currently has a switched WAN and is accepting bids for both a switched WAN and dedicated fiber WAN connections (home-runs). Applicant currently has 200 Mb WAN circuits aggregated to a 1 GB connection to the CO (Central Office). Applicant will consider bids from 200 Mb up to 10 Gb. Service providers are encouraged to submit bids at 1 Gb and 10 Gb. Hub location for dedicated fiber WANs will be the CO. Addresses to be connected:

 E-rate rules require that applicants ask for the specific services and equipment they want on the 470 (and this IFCB). If you don't see it posted we're not asking for it (and if we wanted it we would have to have it listed). We are not requesting a new priority two phone system, hand sets are not eligible (but may be included with hosted VoIP bids). Hosted VoIP bids including a PRI circuit are requested.

Can we get the peak minutes of use for the customer? Do all lines need to have data plans?

Will the vendor supply the hand sets for the VOIP product?

 Yes, the vendor will need to supply the handsets.

Am I able to upload a bid for the Hosted VoIP service only for the Greenwood SD? We may not be able to cost-effectively supply all requested items and services, but are more than capable to deliver the requested Hosted VoIP.

Answer:
 Yes, you may submit bids for individual components of this IFCB. Vendors are not required to bid all services. If we required bids for all components/services listed we would make sure we have that clearly stated as a disqualification factor on this IFCB.
