IFCB Requirements :

Bidder must agree to participate in USF Program (AKA “E-rate”) for the corresponding funding year.
 
Please include the correct Service Provider Identification Number (SPIN) on your bid.
By submitting a bid, bidder certifies that the bidder does have a valid (non-red light status) SPIN for the E-rate program at the time of submission. Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.

Contracts must not prohibit SPIN changes.
 
Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).
 
Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period.
 
All contracts awarded will be contingent upon E-rate funding and final board approval.  The applicant may choose to do all or part of the project upon funding notification.
 
All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms. Please include this language in your final contract. 
 
All applicable fees, surcharges, and taxes must be identified on the bid or your bid will be disqualified. E-rate rules require the applicants to evaluate the price of eligible goods and services that will be listed on the 471 application during the competitive bidding process. If the applicant discovers that fees, taxes or surcharges apply but are not listed on the bid (after the time of bid awards) those charges will be the responsibility of the bidding company.
 
E-rate rules require applicants to evaluate the cost of eligible goods and services and to cost-allocate out the amount for ineligible services from their funding request. If your company will be bidding internet access service, please identify the amount to be cost-allocated out for the ineligible services – email service, web hosting, content filtering, or other bundled ineligible services.
 
INTERNET ACCESS DISQUALIFICATION FACTOR: Any and all installation charges must be identified on your bid. If you submit a bid indicating that installation charges may apply without listing those charges, we will consider your bid incomplete and disqualify your bid.
 
The winning vendor will be required to complete the USAC approved Item 21 template for the project within 7 working days after notification that the vendor has won the bid.

VOLUNTARY SITE VISIT
 
Vendors wishing to bid on internal connections can attend a voluntary site visit either December 3rd, December 4th, December 11th or December 12th. All four dates will start at 9:00 AM. Vendors attending walkthroughs on 12/03 or 12/11, will meet at 601 School St., Hornersville, MO 63855, check in with the Middle School secretary and ask for Michael Felker. Vendors attending on 12/04 and 12/12 dates, will meet at 800 S. State St., Senath, MO 63876, check in with the High School secretary and ask for Michael Felker.
 
Project Narrative
 
The District will replace current racks with lockable racks to provide additional network security.  They will also replace network switches that were overlooked during original refresh.  The vendor will need to install rack-mountable UPS inside of lockable racks.  They are requesting installation on racks and UPS devices.  The District will also need installation and configuration of switches and caching server.

 1) It needs to maintain approx. 3 48-port network switches for approx. one hour. 2) UPS will be mounted in requesting locking racks. 3) One hour. 4) Not required, but would be beneficial.

 1)  Three locking racks would need to encompass a 48 port patch panel, 48 port network switch, and an UPS.  My estimate would be around 6U minimum.  One locking rack would need to encompass three 48 port switches, three 48 port patch panel, and an UPS. My estimate would be around 12U minimum. 2) Racks will need to be wall-mounted.  3) Fully enclosed, locking configuration.

1) Please confirm: close to 800 students and 500 Mbps connection to the internet. 1Gb WAN links to each buildling hub and spoke. 2) What are the number and type of student/ staff devices 3) specific to caching, what benefits are you looking to your network that drove your interest in including caching on your 470? 4) Does the district have any current caching solution in place? 5) What is the percentage utilization during peak demand times? 6) Are there any specific domains that classrooms would benefit from having cached for stability and acceleration? 7) Youtube is particularly important to schools in terms of learning, consumption, and bandwidth issues. Is Youtube blocked or open for students? Will caching youtube be valuable for SHDC8?
