IFCB Requirements :
All Questions and Bids must be submitted using the on-line IFCB system. If the IFCB system is down before the deadline, please email your bid to info@crwconsulting.com or fax it to 918.445.0049. Bids or questions submitted in this fashion will be disqualified if the on-line system is active at the time of submission.
Bidder must agree to participate in USF Program (AKA “E-rate”) for the corresponding funding year.
Please include the correct Service Provider Identification Number (SPIN) on your bid.
 
By submitting a bid, bidder certifies that the bidder does have a valid (non-red light status) SPIN for the E-rate program at the time of submission. Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.
 
Bidder is expected to provide the lowest corresponding price per E-rate rules.  See http://www.usac.org/sl/service-providers/step02/lowest-corresponding-price.aspx for details.
 
Contracts must not prohibit SPIN changes.
 
Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).
 
Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period.
 
All contracts awarded will be contingent upon E-rate funding and final board approval.  The applicant may choose to do all or part of the project upon funding notification.
 
All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms. Please include this language in your final contract. 
 
All applicable fees, surcharges, and taxes must be identified on the bid or your bid will be disqualified. E-rate rules require the applicants to evaluate the price of eligible goods and services that will be listed on the 471 application during the competitive bidding process. If the applicant discovers that fees, taxes or surcharges apply but are not listed on the bid (after the time of bid awards) those charges will be the responsibility of the bidding company.
 
DISQUALIFICATION FACTOR WAN: Bidders who are not eligible to provide OUSF support will be disqualified. By placing a bid for these services the bidder agrees to file the completed OUSF affidavit within 90 days of the start of service (applicant agrees to complete their portion in a timely fashion after the request for completion by the winning bidder).
 
WAN DISQUALIFICATION FACTOR: Any and all installation charges must be identified on your bid. If you submit a bid indicating that installation charges may apply without listing those charges, we will consider your bid incomplete and disqualify your bid.
 
CATEGORY ONE NETWORK EQUIPMENT DISQUALIFICATION FACTOR: Vendors must complete and include the C1 Cover Page with their bid. Bids received without the cover page will be disqualified.
 
The winning vendor will be required to complete the USAC approved Item 21 template for the project within 7 working days after notification that the vendor has won the bid.

Vendors that submit bids without documentation demonstrating the required compatibility listed in this IFCB will have their bids disqualified, unless that vendor has bid the preferred make/model number listed.

Leased Wide Area Network Circuit – 2 connections from the Districts Primary Data Center Latitude 36.803874, Longitude -95.937830, to the following locations:

Dark leased fiber bidders should bid 6 fibers / 3 pairs of fiber.  Lit leased fiber bidders should bid 10 Gb. 
 
HS/MS Fiber- Fiber should be single mode fiber capable of supporting a 10Gb connection. Cable and connectors should be LC compatible and must connect to and function with the existing HPE/Aruba 8200zl Series core switch as well as HPE/Aruba edge switches that are expected to be utilized. 
 
NOTE: Applicant will accept any technologies bid. It is our intention to meet all OUSF Fair and Open Competitive Bidding requirements. If you are a NECA/tariffed company, bids for your tariffed rates are allowed. If any of the specified bandwidth speeds are not a tariffed/NECA rate, please bid the closest rate you have available, within the limits of the bandwidth range specified on the 470.

I am not completely sure I understand the question.  I can however say that we will evaluate all options for achieving the connectivity goals as stated in the districts IFCB.

Do you need to have redundant power supplies?

Redundant power supplies are not a requirement.  

Please clarify "fiber boxes". What specifically is needed?

Answer:
 

These would be fiber termination boxes that would house the individual fiber terminations of the bulk fiber run and have places to connect the LC patch cables for connection to the switches. 

CRW Consulting here - below are the Q&As from site visits.

Answer:
 

Q1 – Is install or configuration needed for the switches listed in project 3?

A1 – No. We will install and configure the switches on the network.

 

Q2 – What is the distance to the buildings?

A2 – The line of sight distance is roughly estimated at approximately ¼ mile (350 meters) to Agricultural Facility (location 2) and slightly less than that (275 meters) to the Multipurpose Facility (location 3) but no official measurements have been taken. Distance following the roadway is estimated at approximately 550 meters to location 2 and about the same distance to location 3. These are unofficial and very rough estimates though and companies are encouraged to use whatever resources are available to evaluate the distances for themselves.

 

Q3 – What is the preferred location for the fiber to terminate in each building?

A3 – The anticipated location would be in the southeast corner or quadrant of each building but there is flexibility to place the fiber boxes where needed if a different location works better.

 

Q4 – Fiber box mounting and switch racks?

A4 – We would anticipate the fiber boxes being mounted to the wall.  The district will install and mount the switching equipment.

 

Q5 – Route and method of connection?

A5 – As previously stated, “we will evaluate all options for achieving the connectivity goals outlined in the district’s IFCB”.  Separate lines, A large multi-fiber line to a distribution box and then fiber legs to each location, leased lit fiber, leased dark fiber, self-provisioned fiber - Companies are encourage to present options they feel most effectively meet the goals outlined in the IFCB.

Q1: Road ownership.  Who owns the roads?

A1: Bulldogger Rd is the main East-West road through campus.  It is city owned.  The North-South road through campus is city owned to the south of Bulldogger Rd and District owned to the North of Bulldogger Rd.  The East-West roadway on the North side of Campus is District owned.

 

Q2: Pole ownership.  Who’s power poles are on campus?

A2: Most Power/Communications poles have PSO/AEP tags on them so they are assumed to be Public Service Company of Oklahoma  / American Electric Power poles.

 

Q3: Concerning Dark fiber, does the district have equipment to light the fiber.

A3: The District has a core switch that currently operates our existing multimode fiber network. We anticipate installing edge switches and transceivers capable of lighting fiber as needed to establish the connection goals outlined in the IFCB..
