IFCB Requirements :

Bidder must agree to participate in USF Program (AKA “E-rate”) for the corresponding funding year.
Please include the correct Service Provider Identification Number (SPIN) on your bid.
 
By submitting a bid, bidder certifies that the bidder does have a valid (non-red light status) SPIN for the E-rate program at the time of submission. Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.

Contracts must not prohibit SPIN changes.
 
Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).
 
Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period.
 
All contracts awarded will be contingent upon E-rate funding and final board approval.  The applicant may choose to do all or part of the project upon funding notification.
 
All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms. Please include this language in your final contract. 
 
All applicable fees, surcharges, and taxes must be identified on the bid or your bid will be disqualified. E-rate rules require the applicants to evaluate the price of eligible goods and services that will be listed on the 471 application during the competitive bidding process. If the applicant discovers that fees, taxes or surcharges apply but are not listed on the bid (after the time of bid awards) those charges will be the responsibility of the bidding company.
 
 
The winning vendor will be required to complete the USAC approved Item 21 template for the project within 7 working days after notification that the vendor has won the bid. 
 
DISQUALIFICATION FACTOR INTERNAL CONNECTIONS: Vendors must complete and include the C2 Cover Page with their bid. Bids received without the cover page will be disqualified.

UPDATE 10/15/19:  We are still conducting the walkthroughs on 10/22, 10/23, and 10/24 (as described on the IFCB below) for all Projects.  However, we recently learned of a scheduling conflict for the network administrator that was planning on leading the 10/22 and 10/23 Project A Cat6 Cabling walkthroughs.  If possible, we encourage vendors to attend a walkthrough for Project A - Cat6 Cabling the following week, on 10/29 from 1pm - 3pm or on 10/30 from 9am - 11am.

MANDATORY SITE VISIT PROJECT A- CAT6A CABLING
 
Vendors wishing to submit bids for category two projects must attend one of two mandatory site visits. The site visits will be held on October 22nd from 1pm-3pm, and October 23rd from 9am-11am. Vendors will meet at 3401 Renick, St. Joseph, MO 64060. Bids from vendors who did not attend either of the site visits will be disqualified.
 
Project A Narrative
 
For each of the schools listed in the attachment as part of the Cat6A cabling project, we want Cat6A cabling run to various areas as indicated per school in the attachment.  Cable runs may include any or all of the following: Cat6A to a 2-port drop that will be placed in each classroom and other instructional area (some may have 4-port), a 2-4 port drop placed in each office and non-instructional areas, and an additional Cat6A cable run to the location of the VoIP phone in each classroom, other instructional spaces, and some non-instructional spaces, two Cat6A cable runs to gymnasium for AP.  Appropriate raceways and cable tracks shall be used.  Amounts listed in the attachment are estimates.  This installation of all internal cabling raceways, and patching new into closets, must be done in such a way as to not disrupt teaching and learning.

For each of our 3 high schools, we need fiber run from the high school network closet to the press box on the football field for sports broadcasting classes.  This will involve permits, trenching, etc., which will vary by location.  This installation must be done in such a way as to not disrupt teaching and learning.

For this project, we are wanting to install new, managed UPS devices in each of our network closets.  Three of our sites will require the installation of a rack.  We also would like to install a new, managed UPS device for our data center.  The amounts listed in the attachment are estimates of the number of UPSs we will need. We will also need removal of any existing UPSs, however we do want to keep batteries from any existing UPSs.  Installation and initial set-up/configuration of new UPSs and racks will be needed.

None will need a new rack.

Within the spec excel spreadsheet you have two different tabs. one with a 15A reccomendation and another with a 15a, 20a and 30a recommendation. both have different quantities of UPS's. Are you wanting two separate quotes for each option?

As a UPS manufacturer interested in being involved with CRW E-rate opportunities, do you have a list of approved/preferred bidders with required SPIN and/or will you publish a list of attendees for the two mandatory Project C-UPS site visits scheduled for October 23 and 24?

We do not have a list of preferred vendors, we will accept bids from any company that can provide cost-effective solutions and meet our requirements listed on the IFCB. We do not plan to publish a list of attendees as USAC has discouraged letting competitors know who they are bidding against

Should we be building our quote based on the information on the “UPS Recommendation 15A” Tab, or the “UPS Recommendation 15A, 20A, 30A” tab, or both?

Please use the tab for 15, 20, and 30.  Ignore the 15 only tab.

Are we allowed to come back to the school district to look at the 3-phase UPS? We are wanting to see what the school currently has, so we are able to see how we will swap them out.

Answer:
 Most of our closets currently do not have UPSs, though we have some here and there. We do not currently have the 15, 20, and 30 amp variety that we are asking for in this RFP. We would just like any that are in place to be removed as new ones are installed.

We are not able to schedule another walkthrough date for this project.
