Bidder must agree to participate in USF Program (AKA “E-rate”) for the corresponding funding year.
 
Please include the correct Service Provider Identification Number (SPIN) on your bid.
 
By submitting a bid, bidder certifies that the bidder does have a valid (non-red light status) SPIN for the E-rate program at the time of submission. Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.

Contracts must not prohibit SPIN changes.
 
Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).
 
Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period.
 
All contracts awarded will be contingent upon E-rate funding and final board approval.  The applicant may choose to do all or part of the project upon funding notification.
 
All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms. Please include this language in your final contract. 
 
All applicable fees, surcharges, and taxes must be identified on the bid or your bid will be disqualified. E-rate rules require the applicants to evaluate the price of eligible goods and services that will be listed on the 471 application during the competitive bidding process. If the applicant discovers that fees, taxes or  surcharges apply but are not listed on the bid (after the time of bid awards) those charges will be the responsibility of the bidding company.
 
E-rate rules require applicants to evaluate the cost of eligible goods and services and to cost-allocate out the amount for ineligible services from their funding request. If your company will be bidding internet access service, please identify the amount to be cost-allocated out for the ineligible services – email service, web hosting, content filtering, or other bundled ineligible services.
 
The winning vendor will be required to complete the USAC approved Item 21 template for the project within 7 working days after notification that the vendor has won the bid. 
 
DISQUALIFICATION FACTOR INTERNAL CONNECTIONS: Vendors must complete and include the C2 Cover Page with their bid. Bids received without the cover page will be disqualified.
 
DISQUALIFICATION FACTOR INTERNAL CONNECTIONS: Service providers are required to bid an entire Project A, Project B, Project C, or Project D.  Bids for individual components of a single project/upgrade will be disqualified.
 
DISQUALIFICATION FACTOR INTERNAL CONNECTIONS: Applicant will not accept bids for refurbished equipment. Any bids containing refurbished equipment will be disqualified.

UPDATE 10/8/19 - The switch listed below as Network Equipment Category 1 should be Category 2. A new 470 and IFCB #200001417 has been posted.


Internet Access
– Applicant currently has 1GB bandwidth and will accept bids up to 5GB bandwidth.  Applicant is specifically requesting bids for 1.5GB, 2GB, 2.5GB, 3GB, and 3.5GB bandwidths.  Please include pricing for installation and configuration costs.  The terminating address for this circuit is 209 N Third St, Calera, OK 74730; (580) 434.  E-rate rules require applicants to evaluate the cost of eligible goods and services, and to cost-allocate out the amount for ineligible services from their funding request. If your company will be bidding internet access service, please identify the amount to be cost-allocated out for the ineligible services – email service, web hosting, content filtering, or other bundled ineligible services.

NOTE: Applicant will accept any technologies bid. It is our intention to meet all OUSF Fair and Open Competitive Bidding requirements. If you are a NECA/tariffed company, bids for your tariffed rates are allowed. If any of the specified bandwidth speeds are not a tariffed/NECA rate, please bid the closest rate you have available, within the limits of the bandwidth range specified on the 470.

NOTE: Per USAC’s current guidance about applying for Internet access this applicant is checking the Leased Lit Fiber, Internet Access: ISP Service only and Internet Access and Transport Bundled.

– 1 x 10 GB connection any delivery type. Dark fiber bidders should bid 6 strands of fiber, single mode. Lit leased fiber bidders should bid 10 Gbps.

Internal Connections 
The district has four separate projects for internal connections.  
NOTE: No installation is needed for the UPS devices.  
 
Project A – Elementary Cabling – 75 network drops and 1 x 10 GB multi-mode fiber run, approx. 175 feet.
 
Project B – Elementary UPS – 7 x UPS Rack mounted APC SMC1500-2UC or functional equivalent.
 
Project C – High School Cabling – 20 network drops
 
Project D – High School UPS – 3 x UPS Rack mounted APC SMC1500-2UC
 
Voluntary Site Visit
Vendors wishing to bid on any of the Category Two projects may attend a voluntary site visit on October 7th at 9am.  Vendors will need to first meet at 209 N 3rd St and from there they will go to 407 Rosehill Road.

Not in the MDF. However, yes in the lab.

Do you need transceivers? 

No Calera Public School will provide the transceivers.

Do you need installation with the battery backups?

No, fiber and Network cable only. 

Fiber Cabling - Is this all inside one building? What ceiling type is in place? Cat6 Cabling - Ceiling type? Wall type? Is tracking needing at drop locations? Do you have maps showing drop locations and nearest rack locations?

Answer:
 

Category 2 fiber is inside one building. The ceiling is a drop ceiling. The runs for Cat6 cabling is also a drop ceiling. There is some sheetrock/drywall but most are cinder block walls. The school will provide the new racetrack or existing will be used. A map is not available.
