IFCB Requirements :

Bidder must agree to participate in USF Program (AKA “E-rate”) for the corresponding funding year.

By submitting a bid, bidder certifies that the bidder does have a valid (non-red light status) SPIN for the E-rate program at the time of submission. Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.

Contracts must not prohibit SPIN changes.
 
Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).
 
Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period.
 
All contracts awarded will be contingent upon E-rate funding and final board approval.  The applicant may choose to do all or part of the project upon funding notification.
 
All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms. Please include this language in your final contract. 
 
All applicable fees, surcharges, and taxes must be identified on the bid or your bid will be disqualified. E-rate rules require the applicants to evaluate the price of eligible goods and services that will be listed on the 471 application during the competitive bidding process. If the applicant discovers that fees, taxes or surcharges apply but are not listed on the bid (after the time of bid awards) those charges will be the responsibility of the bidding company.
 
E-rate rules require applicants to evaluate the cost of eligible goods and services and to cost-allocate out the amount for ineligible services from their funding request. If your company will be bidding internet access service, please identify the amount to be cost-allocated out for the ineligible services – email service, web hosting, content filtering, or other bundled ineligible services.
 
INTERNET ACCESS DISQUALIFICATION FACTOR: Any and all installation charges must be identified on your bid. If you submit a bid indicating that installation charges may apply without listing those charges, we will consider your bid incomplete and disqualify your bid.
 
INTERNET ACCESS DISQUALIFICATION FACTOR: Bidders who are not eligible to provide OUSF support will be disqualified. By placing a bid for these services the bidder agrees to file the completed OUSF affidavit within 90 days of the start of service (applicant agrees to complete their portion in a timely fashion after the request for completion by the winning bidder).

DISQUALIFICATION FACTOR INTERNAL CONNECTIONS: Service providers are required to bid an entire Project A, Project B, and Project C.  Bids for individual components of a single project/upgrade will be disqualified.  
 
DISQUALIFICATION FACTOR INTERNAL CONNECTIONS: Service providers are required to bid on all Projects A, B, and C.  Bids from vendors who did not bid on all three projects will be disqualified.

– Applicant currently has 500Mb bandwidth and will accept bids up to 5GB bandwidth.  Applicant is specifically requesting bids for 2GB, 3GB, 4GB, and 5GB bandwidths.  Please provide bids for 1, 3, and 5 year terms.  Please indicate on your bid if you own the entire circuit for internet access or if you have to lease a portion from a separate provider.  E-rate rules require applicants to evaluate the cost of eligible goods and services, and to cost-allocate out the amount for ineligible services from their funding request. If your company will be bidding internet access service, please identify the amount to be cost-allocated out for the ineligible services – email service, web hosting, content filtering, or other bundled ineligible services.

CATEGORY TWO INTERNAL CONNECTIONS
 
Applicant has three separate Projects A, B, and C for their internal connections request.  There is another document associated with this IFCB available for download that details each project.  There is also a map available for download that identifies the origination and end points for this Category Two request.
 
MANDATORY SITE VISIT
 
Vendors wishing to submit bids for Category Two Projects must attend one of two mandatory site visits on either October 8th from 8:30am to 10:30am, or on October 15th from 1:30pm to 3:30pm.  Vendors will need to meet at the Administration Building, 102 West 10th Street, Claremore, OK 74017. Bids from vendors who did not attend either of the site visits will be disqualified.

 That is the correct address. We are requesting leased switches and optics from the bidders – we do not anticipate using our current equipment. 

Ic-Project shows to be "District Shared", and the "School" column lists "District". What are the specific locations for this project?

The equipment labeled “district shared” will be used by all schools in the district. Please indicate “district shared equipment” when you place your bid.

On the aerial picture of the campus to the East of the long section of the HS between the Gym, Physed and VoAg buildings there is a long not very wide grassy area. Is this area available to bury conduit to feed conduit access to the Track building and the Football building from an area between the HS and Mobrey Gym to south of the VoAg building?
