IFCB Requirements :

Bidder must agree to participate in USF Program (AKA “E-rate”) for the corresponding funding year.
 
Please include the correct Service Provider Identification Number (SPIN) on your bid.
 
By submitting a bid, bidder certifies that the bidder does have a valid (non-red light status) SPIN for the E-rate program at the time of submission. Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.

Contracts must not prohibit SPIN changes.
 
Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).
 
Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period.
 
All contracts awarded will be contingent upon E-rate funding and final board approval.  The applicant may choose to do all or part of the project upon funding notification.
 
All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms. Please include this language in your final contract. 
 
All applicable fees, surcharges, and taxes must be identified on the bid or your bid will be disqualified. E-rate rules require the applicants to evaluate the price of eligible goods and services that will be listed on the 471 application during the competitive bidding process. If the applicant discovers that fees, taxes or surcharges apply but are not listed on the bid (after the time of bid awards) those charges will be the responsibility of the bidding company.
 
The winning vendor will be required to complete the USAC approved Item 21 template for the project within 7 working days after notification that the vendor has won the bid. 
 
DISQUALIFICATION FACTOR INTERNAL CONNECTIONS: Vendors must complete and include the C2 Cover Page with their bid. Bids received without the cover page will be disqualified.
 
DISQUALIFICATION FACTOR INTERNAL CONNECTIONS: It will be the bidder’s responsibility to provide documentation about the compatibility requirements listed in this IFCB. Vendors that submit bids without documentation demonstrating the required compatibility listed in this IFCB will have their bids disqualified, unless that vendor has bid the preferred make/model number listed.

Can you tell me if the Fiber is inside a building or if it needs to be trenched? How many drops do you need for the 1000ft of Cat6 ethernet cabling?

Answer:
 

We want bulk cat-6 cable in 1000 ft rolls, yellow in color, we do not need drops, this is for bulk cable only. We need 5 1000 foot rolls. For the fiber we’ll do the installation. Need a quantity of 5 150 meter rolls. Additional specs are on the IFCB.

Sorry - the quantity for both the fiber and cat 6 should be 5 total (5 cat 6 1000 ft rolls, 5 150 meter fiber rolls).

A dedicated cache can support the classroom in various ways, what do you hope to achieve in terms of network performance by having a cache? What is the peak demand that the school experiences during any given day/week? What percentage of your traffic is HTTP and HTTPS? In addition to Apple update caching, would the capability to cache classroom content (online testing, Google Docs, online textbooks, Video) be valuable for your district? Specific to video. Is Youtube blocked or open for students? Will it be important to the district that the caching solution selected is able to report caching performance? See the example below. Example; iOS app updates, MacBook updates, iTunes traffic, etc ...each having its own individual report of performance. % cached, and speed increase compared to normal web requests. Caching Follow-up: Thank you for responses and usage data. 1. Given that Apple traffic only makes up a small portion of your usage (7%). AppleCACHE only stands to save a small amount of bandwidth and is therefore a high-cost solution. Your shared goal is to reduce demand on network bandwidth so, would the district consider/prefer a solution that can support Apple traffic as well as Microsoft, Google, various HTTP traffic, etc... In order to get more value at an equitable costs? 2. For districts with your network set up (1Gb WAN links - Dark Fiber) last mile connections make it so that a single core cache can perform just as well (at a lower cost, and ease of management) than having caching located at each site. If performance is equitable, would the district prefer a single cache solution that can be deployed at the core and support the mentioned 2 school sites? 3. Our customers report that AppleCACHE has limited or hard to access performance reporting (% caching, Speed increases,etc). Will automated cache reporting and data dashboard be a valuable feature in your assessment
