IFCB Requirements :

Bidder must agree to participate in USF Program (AKA “E-rate”) for the corresponding funding year.
 
Please include the correct Service Provider Identification Number (SPIN) on your bid.
 
By submitting a bid, bidder certifies that the bidder does have a valid (non-red light status) SPIN for the E-rate program at the time of submission. Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.

Contracts must not prohibit SPIN changes.
 
Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).
 
Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period.
 
All contracts awarded will be contingent upon E-rate funding and final board approval.  The applicant may choose to do all or part of the project upon funding notification.
 
All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms. Please include this language in your final contract. 
 
All applicable fees, surcharges, and taxes must be identified on the bid or your bid will be disqualified. E-rate rules require the applicants to evaluate the price of eligible goods and services that will be listed on the 471 application during the competitive bidding process. If the applicant discovers that fees, taxes or surcharges apply but are not listed on the bid (after the time of bid awards) those charges will be the responsibility of the bidding company.
 
The winning vendor will be required to complete the USAC approved Item 21 template for the project within 7 working days after notification that the vendor has won the bid.

Vendors that submit bids without documentation demonstrating the required compatibility listed in this IFCB will have their bids disqualified, unless that vendor has bid the preferred make/model number listed.

INTERNAL CONNECTIONS:  There is another document associated with this IFCB available for download that details the equipment the applicant wishes to purchase.  The document lists equipment that the applicant prefers – they will also accept functional equivalents of said items.

Can you please clarify, of the manufactures listed; will these BMIC's be for licenses needed for hardware that the school already has? If not, What is the service that is needed for the BMIC's? Are there any skus related to the manufacturers listed?

We will be looking for a block of hours that can be used as needed for services on the network equipment listed. There are no current issues. Please quote a block of 250 hours – we may not need all of those hours but would like to see the price for 250.

Good Afternoon, I wanted to see about getting further details for UPS needs. I made a list of questions below. -Is there a specified model and model # -Rack or tower design> -Is the a VA or wattage needed?

We are looking for rack mounted UPS, no specifc wattage. We would like to last six hours or more. 

- Can we bid the UPS portion only? - I see there are no specs to size of UPS, but a size is needed for a couple of reasons. If we quote 1000va UPS and the load is greater than that then the District has spent money on the wrong equipment. Also, in order to calculate a 6hr runtime we need to know the UPS size. - Do the UPS's require installation? - Are the UPS's replacing existing equipment? If so, please provide specs of that equipment.

We aren't specifically seeking Ubiquity APs, and we currently have Dell switches. We are asking for BMIC on existing Ubiquity APs. For the WAPs that we are requesting for purchase, we have no preference.

What model switches do they currently have installed? Are they looking to purchase comparable spec switches? How many ports in each? Do we need PoE? What devices use PoE? Access switches only? Or distribution/converged core? Will they run DHCP server on the switch?

We have Dell switches, and we are looking at 48 Port POE switches that are the same (or functional equiv.). DHCP isn't on these switches. Not core switches.
