IFCB Requirements :
·        All Questions and Bids must be submitted using the on-line IFCB system. ·        Bidder must agree to participate in USF Program (AKA “E-rate”) for the corresponding funding year.

·        By submitting a bid, bidder certifies that the bidder does have a valid (non-red light status) SPIN for the E-rate program at the time of submission. Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.
 
·        Bidder is expected to provide the lowest corresponding price per E-rate rules. See http://www.usac.org/sl/service-providers/step02/lowest-corresponding-price.aspx for details.
 
·        Contracts must not prohibit SPIN changes.
 
·        Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).
 
·        Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period.
 
·        All contracts awarded will be contingent upon E-rate funding and final board approval. The applicant may choose to do all or part of the project upon funding notification.
 
·        All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms. Please include this language in your final contract.
 
·        All applicable fees, surcharges, and taxes must be identified on the bid. E-rate rules require the applicants to evaluate the price of eligible goods and services that will be listed on the 471 application during the competitive bidding process. Fees and surcharges that apply but are not listed on the bid will be the responsibility of the bidding company, should their bid be awarded.
·        E-rate rules require applicants to evaluate the cost of eligible goods and services, and to cost-allocate out the amount for ineligible services from their funding request. If your company will be bidding internet access service, please identify the amount to be cost-allocated out for the ineligible services – email service, web hosting, content filtering, or other bundled ineligible services.

·        INTERNET ACCESS DISQUALIFICATION FACTOR: Any and all installation charges must be identified on your bid. If you submit a bid indicating that installation charges may apply without listing those charges, we will consider your bid incomplete and disqualify your bid.

UPDATE 12/18/18 - In previous newspaper ads the bid opening date (not the bid deadline) was listed as 1/15/19. That date has been revised and is now 1:30 pm, 1/21/19, 615 W. Missouri.


UPDATE 11/28/2018: If it is more cost effective for service providers to provide one 20 Gbps connection to 615 W. Missouri (instead of two 10 Gbps circuits to that location) that is acceptable – we will accept cost effective bids that meet our bandwidth needs.

Missouri Ave., 3500 Neely Ave., 1400 E Oak Ave. and 909 Bonham St. Please provide bids for 2 Gb/s, 3 Gb/s, 4 Gb/s and 5 Gb/s for each of the four locations. Please also provide pricing for leased routers at each location. Answer: There is a mistake in the spreadsheet.  The address of the location labeled ADMIN 2 should be 615 W. Missouri Ave.  Both ADMIN1 and ADMIN2 10 Gb connections go to the same place at 615 W. Missouri Ave.. A revised spreadsheet has been uploaded to the IFCB.

Can you please elaborate and describe the topology requested. For example, do you expect each school to have one link to its “closest” core site, or one link to each of the two “closest” core sites, (which are the four sites with Internet Access)? Do you intend for the four core sites to have connectivity between each other in a “ring” topology? What is the requested date for the service to turn up and start billing?

The requested turn up date and start of billing is 7/1/2019.    

At present, we have point to multi-point from each of our sites and we have two internet gateway locations.  Currently, any site can be configured to utilize either of the two gateway sites for Internet.  We prefer to retain this ability (any WAN site can be configured to utilize any of up to 4 Internet (core) sites for flexibility).   Any WAN site also needs to be able to communicate with central office (615 W. Missouri), regardless of what Internet gateway they are pointing to.

Q:The site list has an Admin 2 at 3500 Neely Ave. Does this location share the same demark as Lee High at the same address?

Answer:
 

A:  The site Admin 2 is actually a second 10 Gb circuit we are requesting at 615 W. Missouri Ave.  The spreadsheet has an error in the address for Admin 2. It has been corrected a new spreadsheet has been attached with the correct information.
