IFCB Requirements :
·         All Questions and Bids must be submitted using the on-line IFCB system. ·         All contracts awarded will be contingent upon E-rate funding and final board approval. The applicant may choose to do all or part of the project upon funding notification.
 
·         All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms. Please include this language in your final contract.
 
·         All applicable fees, surcharges, and taxes must be identified on the bid. E-rate rules require the applicants to evaluate the price of eligible goods and services that will be listed on the 471 application during the competitive bidding process. Fees and surcharges that apply but are not listed on the bid will be the responsibility of the bidding company, should their bid be awarded.
 
·         E-rate rules require applicants to evaluate the cost of eligible goods and services, and to cost-allocate out the amount for ineligible services from their funding request. Project Narrative
 
For this project, we are wanting to install new, managed UPS devices in each of our network closets. Three of our sites will require the installation of a rack. We also would like to install a new, managed UPS device for our data center. The amounts listed in the tables above are estimates of the number of UPSs we will need. We would like the removal of old UPS and installation of new UPS devices and racks. We want to keep old batteries from old UPS. UPS devices must be network-managed devices. Winning vendor will be required to test all devices installed to ensure they are working properly before the project is completed. Installation needs to be scheduled during the summer months.
 
Mandatory Site Visit

Vendors wishing to submit bids for category two projects must attend one of two mandatory site visits. The first site visit will be held on October 18th, beginning at 10am. The second visit will be held on October 23rd, at 1pm. Vendors will meet at 3401 Renick, St. Joseph, MO 64507, and will go out to several buildings from there. Bids from vendors who did not attend either of the site visits will be disqualified.

Would the vendor need to remove and dispose of the old UPS, or just remove the UPS from the rack?

Answer:
 

We would like the vendor to remove and dispose of the UPS, but leave the battery from the UPS for us to recycle.

In our experience, the best way to spec out UPSs is to have a strong understanding of the maximum wattage draw / load per UPS vs the desired up time. Will the district provide a list of equipment being placed in each rack that needs to be supported by the UPS? If not will we be allowed to visit each closet during the walk through?

Answer:
 We have uploaded a document to the IFCB regarding switches per closet.  They are all Extreme Summit X440-G2-48p switches.  At 100% the load is 960 watts, but we are wanting it to be 70%. See the UPS attachment on the IFCB for counts. 

Does each location in need of UPSs have the appropriate means to receive such equipment via UPS or Fedex?

Answer:
 

Could we get some clarification on this question?  Are you asking if there is a loading dock at each building?  If so, then no, there is not a loading dock at each location.  Some locations do have a loading dock, but not all.

Can we get a breakdown of how many AP's are in each closet in each building? The spreadsheet looks like it shows a total number AP's per building but not broken down by closet.

Answer:
 

We are wanting to bid this project with the future in mind, so we are wanting to get UPSs that will support all switches in each network closet at 70% capacity rather than just the current APs for each network closet.  We don’t feel providing this information would be beneficial to the process.

What is your current electrical infrastructure in each one of your buildings?

Answer:
 We are unsure of the electrical infrastructure of each network closet. Most of our closets/racks could accommodate multiple lower voltage units.

Based on the answer about wanting to have a 70% load, this would require some of the UPS' to be high-voltage. Are you open to have your electrician re-wire for high-voltage? o If not, are you going to have the available circuits (1 per UPS) and rack space (2U per rack) in order to accommodate multiple, low-voltage UPS per closet?

Answer:
 

We are not open to re-wiring for high voltage.  We are working with our district electricians regarding the possibility of adding low-voltage circuits where needed and are awaiting additional information from them.  Rack space is not a problem.

In reference to the first question and answer. How many old UPS's would we be removing and disposing of? What locations are these old UPS's located at? And how many batteries would we be removing from the said UPS's?

Answer:
 Each of the UPS units we currently have contain four batteries each that would need to be removed.  I am attaching a spreadsheet that shows how many UPS units we currently have and their locations.  If the spreadsheet shows a number of UPS units in a location and the notes column states “also one for security system” or something similar, that means there are some to be removed (Column C) and one that will NOT be removed (Notes column).

How long do you anticipate the Mandatory Site Visit to last?

Answer:
 Approximately 3 hours.

Do the UPSs require a management card installed, as well as software to access the management console?

Answer:
 yes, please bid the network card and software with line item pricing so we can remove the ineligible items
