IFCB Requirements :
·         All Questions and Bids must be submitted using the on-line IFCB system. If for some reason the system is down before the respective deadline, please email your bid to info@crwconsulting.com or fax it to 918.445.0049. Bids or questions submitted in this fashion will be disqualified if the on-line system is active at the time of submission.

·         Bidder must agree to participate in USF Program (AKA “E-rate”) for the corresponding funding year.

·         Please include the correct Service Provider Identification Number (SPIN) on your bid.

·         By submitting a bid, bidder certifies that the bidder does have a valid (non-red light status) SPIN for the E-rate program at the time of submission. Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.

·         Bidder is expected to provide the lowest corresponding price per E-rate rules. See http://www.usac.org/sl/service-providers/step02/lowest-corresponding-price.aspx for details.

·         Contracts must not prohibit SPIN changes.

·         Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).

·         Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period.

·         All contracts awarded will be contingent upon E-rate funding and final board approval. The applicant may choose to do all or part of the project upon funding notification.

·         All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms. Please include this language in your final contract.

·         All applicable fees, surcharges, and taxes must be identified on the bid. E-rate rules require the applicants to evaluate the price of eligible goods and services that will be listed on the 471 application during the competitive bidding process. Fees and surcharges that apply but are not listed on the bid will be the responsibility of the bidding company, should their bid be awarded.

·         E-rate rules require applicants to evaluate the cost of eligible goods and services, and to cost-allocate out the amount for ineligible services from their funding request. If your company will be bidding internet access service, please identify the amount to be cost-allocated out for the ineligible services – email service, web hosting, content filtering, or other bundled ineligible services.

·         DISQUALIFICATION FACTOR INTERNET: Bidders who are not eligible to provide OUSF support will be disqualified. By placing a bid for these services the bidder agrees to file the completed OUSF affidavit within 90 days of the start of service (applicant agrees to complete their portion in a timely fashion after the request for completion by the winning bidder).

·         INTERNET ACCESS DISQUALIFICATION FACTOR: Any and all installation charges must be identified on your bid. If you submit a bid indicating that installation charges may apply without listing those charges, we will consider your bid incomplete and disqualify your bid.

Questions Received with Applicant Answers   ( Ask Questions? )

Can we set up a time for a site visit? If not, could you give a breakout of the switches by closet and specify the following: 1) Are these replacing or adding to existing switches? If adding, what is existing in each closet? 2) Number of 48 and 24 port switches at each closet 3) Do any need to be POE? 4) How many 10G transceivers at each closet? SM or MM?

Answer:

1) Replacing

2) Primary: There are 5-48 Port POE Switches and 5 24-Port POE switches

Dunbar: There are 5-48 Port POE Switches and 4-24-Port POE switches.

3) Yes, please refer to section B4b of the 470

4) The scope of this project is to upgrade our current backbone in future anticipation of increasing our bandwidth from 1Gbps to 10Gbps in order to accommodate technology demands. The switches will need to be configured on our current VLANs at each site. We do not have 10G transceivers at this time.

Good Afternoon, I am sorry to bother you but did the school move the demarc to the Bulldog statdium? Last year you posted the demarc as 610 E 12th St. but this year you posted the stadiums address of 601 E 12th St. We just want to be sure we are quoting to the right address.

Answer:
Thank you for catching that. We have updated and corrected the IFCB to show the correct address of 610 E 12th St, Okmulgee, 74447 (918)758

I apologize, I worded that last question wrong. I understand you are wanting 10G transceivers but how many will be going into each closet? i.e. How many IDFs will be connected to the MDF via 10G? Also, is the existing fiber single-mode or multi-mode?

Answer:

I have 8 Gbics at Primary and 9 Gbics at Dunbar, if that is what he is referring to as transceivers. At the present time, we will not be connecting anything 10G, it will all be 1G until I get all equipment in place. I have some single-mode and some multi-mode, depends on the closet.

How many switches will each UPS be supporting? Is there any other equipment that will be supported? What minimum runtime do you want?

Answer:
Three switches per UPS and yes there may be other equipment supported. We currently have APC 1500 rack-mounted UPS's. Minimum runtime should be 20minutes.
