IFCB Requirements :
·         All Questions and Bids must be submitted using the on-line IFCB system. ·         Contracts must not prohibit SPIN changes.
 
·         Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).
 
·         Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period.
 
·         All contracts awarded will be contingent upon E-rate funding and final board approval. The applicant may choose to do all or part of the project upon funding notification.
 
·         All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms. Please include this language in your final contract.
 
·         All applicable fees, surcharges, and taxes must be identified on the bid. E-rate rules require the applicants to evaluate the price of eligible goods and services that will be listed on the 471 application during the competitive bidding process. Fees and surcharges that apply but are not listed on the bid will be the responsibility of the bidding company, should their bid be awarded.
 
·         INTERNET ACCESS DISQUALIFICATION FACTOR: Any and all installation charges must be identified on your bid. If you submit a bid indicating that installation charges may apply without listing those charges, we will consider your bid incomplete and disqualify your bid.
 
 ·         The winning vendor will be required to complete the USAC approved Item 21 template for the project within 7 working days after notification that the vendor has won the bid.
·         DISQUALIFICATION FACTOR INTERNAL CONNECTIONS: Vendors must complete and include the C2 Cover Page with their bid. Bids received without the cover page will be disqualified.
·         DISQUALIFICATION FACTOR INTERNAL CONNECTIONS: Service providers are required to bid the entire hardware project/upgrade. Bids for individual components of the project/upgrade will be disqualified.
·         DISQUALIFICATION FACTOR INTERNAL CONNECTIONS: Applicant will not accept bids for refurbished equipment. Any bids containing refurbished equipment will be disqualified.
 
·         DISQUALIFICATION FACTOR INTERNAL CONNECTIONS: It will be the bidder’s responsibility to provide documentation about the compatibility requirements listed in this IFCB. Vendors that submit bids without documentation demonstrating the required compatibility listed in this IFCB will have their bids disqualified, unless that vendor has bid the preferred make/model number listed.
·         DISQUALIFICATION FACTOR BMIC: Vendors must complete and include the C2 Cover Page with their bid. Bids received without the cover page will be disqualified.
·         DISQUALIFICATION FACTOR BMIC - Maintenance bids listing only an hourly rate and not a monthly or annual total will be disqualified. Vendors quoting an hourly rate are required to also a) confirm that you have the ability/expertise to maintain all of the equipment listed and b) propose a number of hours at a particular rate monthly to properly maintain the entire list of equipment. Bids that contain only hourly rates, without confirmation that the company can service the list of equipment, or without a monthly total will be disqualified.

UPDATE 10/1/2018: Floor plans have been added. These are old floor plans, please ignore the currently marked locations of the APs. The 300 ft cabling was previously requested as a Cat 5 run. That was incorrect, it is actually a 300 foot fiber run.

Internet Access – Applicant currently has 400Mb bandwidth and is considering upgrading up to 800Mb bandwidth. Applicant is specifically requesting bids for 500Mb, 600Mb, 700Mb, and 800Mb bandwidths. The terminating address for this circuit is 18997 Hwy 59, Oakland, IA 51560; (712) 484.

E-rate rules require applicants to evaluate the cost of eligible goods and services, and to cost-allocate out the amount for ineligible services from their funding request. If your company will be bidding internet access service, please identify the amount to be cost-allocated out for the ineligible services – email service, web hosting, content filtering, or other bundled ineligible services.

NOTE: Per USAC’s current guidance about applying for Internet access this applicant is checking the Leased Lit Fiber, Internet Access: ISP Service only and Internet Access and Transport Bundled.

Question: Project A o Can you provide us a map showing the 30 cable locations at the Middle School and any other information about length and number of associated closets? We will attach the map to the IFCB today. It is a little older so please ignore the currently marked locations of AP's. We want a CAT6 cable to each AP location in our building. There are 20 AP's currently hooked up in nearly every classroom and main area. Those would be left finished off with a Punchdown Jack above the ceiling tile. Then there will be 5-10 locations in which will need a proper box attached to the wall and labeled. There is a section of the building that would not be drop ceiling and 4 lines of cabling will be run to that location. The server room in the center of the building is the only closet. All cabling should be Plenum

 

 o Please clarify the intent of the 300 foot cat 5 cable run at the Elementary School. 

This is a Fiber line. We want Plenum Multimode 50/125 Fiber run from our server room area to the end of the building that is over 300 ft. Then we will need it finished off at both locations to look nice and have ports to connect to our SFP's. Hope that makes sense. It will be the only Fiber in our building.

 

Project B o Is there a specific model of Meraki switch that you have in mind? (Ex. 24/48 port, POE (370w vs 740w), 1G vs 10G Uplinks, etc) 

48 port POE 370w with 1G uplinks should be sufficient. 

 

o Will the (2) Switches be stacked together with each other or will they be in separate closets?

They will be stacked together.

 

 Project C o Is there a specific model of Meraki access point that you have in mind? 

We have Meraki MR33 currently and would like to stick with that unless those models have been phased out. If they have, something equivalent.

 

o What is the location of the (2) Access points  

They will be ceiling mounted and we will take care of all mounting. Approximately 20-25 users at one time.
