IFCB Requirements :
·         All Questions and Bids must be submitted using the on-line IFCB system. ·         Bidder must agree to participate in USF Program (AKA “E-rate”) for the corresponding funding year.

·         By submitting a bid, bidder certifies that the bidder does have a valid (non-red light status) SPIN for the E-rate program at the time of submission. Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.

·         Contracts must not prohibit SPIN changes.
 
·         Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).
 
·         Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period.
 
·         All contracts awarded will be contingent upon E-rate funding and final board approval. The applicant may choose to do all or part of the project upon funding notification.
 
·         All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms. Please include this language in your final contract.
 
·         All applicable fees, surcharges, and taxes must be identified on the bid. E-rate rules require the applicants to evaluate the price of eligible goods and services that will be listed on the 471 application during the competitive bidding process. Fees and surcharges that apply but are not listed on the bid will be the responsibility of the bidding company, should their bid be awarded.
 
·         E-rate rules require applicants to evaluate the cost of eligible goods and services, and to cost-allocate out the amount for ineligible services from their funding request. If your company will be bidding internet access service, please identify the amount to be cost-allocated out for the ineligible services – email service, web hosting, content filtering, or other bundled ineligible services.

Services and Equipment Requested :
Internet Access – Minimum 700Mb bandwidth, maximum 2GB bandwidth. Applicant currently has 700Mb bandwidth and is specifically requesting bids for 700Mb, 1GB, 1.5GB, and 2GB bandwidths. The terminating address for this circuit is #2 Mark Twain Circle, Clayton, MO 63105; (314) 854. 

Applicant prefers a fiber handoff.   Applicant will need to lease a router from the ISP. 

Applicant is requesting separate pricing for any installation, activation, and/or initial configuration. Please also provide pricing for any maintenance and/or technical support.

We just saw Clayton's RFP and we have a couple of questions/concerns: -Wanted to find a list of all 8 sites addresses. Also wanted the hub to be identified -Will you accept proposals including E-Rate Special Construction? This one rule alone is a game changer for school districts and drastically buys down their monthly for life. Clayton having an 80% E-Rate discount creates a major opportunity for the district. Combining Special Construction with WANRack's unique value proposition (unlimited bandwidth at a fixed rate) creates many long term financial benefits. The only catch is that we believe this will be the last year these funds will be available. -WANRack will offer 5 and 10 year contract options so that the district can take advantage of Special Construction. We wanted to make sure these contract lengths will be considered. Let me know if there are any problems. I believe there is a great opportunity for Clayton this year!

 Your questions seem to be about a WAN 470 request – this IFCB is for Internet access, not a WAN.

Your 470 service requests list 3 options: 1) Leased Lit Fiber 2) Internet Access: ISP Service Only 3) Internet Access and Transport Bundled. These options make it seem like you are asking for both Internet access proposals and WAN proposals and that vendors have the options to bid on them separately or as a bundle.

Answer:
 USAC requires that we check the leased lit fiber option if the Internet access might be delivered over fiber. There is no request for WAN services on this IFCB (if there were, you would see the number of connections requested and the bandwidth on the IFCB). Thank you.
