IFCB Requirements :
·         All Questions and Bids must be submitted using the on-line IFCB system. If for some reason the system is down before the respective deadline, please email your bid to info@crwconsulting.com or fax it to 918.445.0049. Bids or questions submitted in this fashion will be disqualified if the on-line system is active at the time of submission.
 
·         Bidder must agree to participate in USF Program (AKA “E-rate”) for the corresponding funding year.
 
·         Please include the correct Service Provider Identification Number (SPIN) on your bid.
 
·         By submitting a bid, bidder certifies that the bidder does have a valid (non-red light status) SPIN for the E-rate program at the time of submission. Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.
 
·         Bidder is expected to provide the lowest corresponding price per E-rate rules.  See http://www.usac.org/sl/service-providers/step02/lowest-corresponding-price.aspx for details.
 
·         Contracts must not prohibit SPIN changes.
 
·         Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).
 
·         Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period.
 
·         All contracts awarded will be contingent upon E-rate funding and final board approval.  The applicant may choose to do all or part of the project upon funding notification.
 
·         All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms. Please include this language in your final contract.
 
·         All applicable fees, surcharges, and taxes must be identified on the bid. E-rate rules require the applicants to evaluate the price of eligible goods and services that will be listed on the 471 application during the competitive bidding process. Fees and surcharges that apply but are not listed on the bid will be the responsibility of the bidding company, should their bid be awarded.
 
·         DISQUALIFICATION FACTOR WAN: Bidders who are not eligible to provide OUSF support will be disqualified. By placing a bid for these services the bidder agrees to file the completed OUSF affidavit within 90 days of the start of service (applicant agrees to complete their portion in a timely fashion after the request for completion by the winning bidder).

(1) Is it correct that each location, including the Roosevelt Elementary, has a Juniper Model 2200-C Switch? (2) Is it correct that each Juniper 2200-C Switch has a Layer 3 image installed (3) Is it correct that each Juniper 2200-C Switch does not have an existing SFP module(s) installed

Answer:
 Our switches for our WAN are currently leased from our incumbent provider. WAN bidders will need to include leased switches. I will need 9 leased switches to get the WAN connection from the hub to the 9 building sites.  I would prefer Juniper EX2200-C since that is what the current provider is using and they have worked well.  The current ones have a SFP module built in. 

 

I will like to lease a port aggregation switch as well.  Our current provider  has supplied a Juniper 4200 series 24SFP and they have worked well.

Will the District consider a Private Fiber Optic WAN, Dedicated to Districts use only? Will the District consider a WAN that they can manage (Layer 2)? Will the District consider a 1:1 solution, vs a shared network. When looking at Pricing and TCO, these must not be compared as the same option. Will the District consider a WAN that will allow them to upgrade from 1 gig - 10 gig at anytime, no additional cost? Will the District consider a 5yr & 10yr. Contract?

Answer:
 Will the District consider a Private Fiber Optic WAN, Dedicated to Districts use only? Yes, as long as it fits within the specifications of what we have requested on the 470 and IFCB (Leased WAN service with the listed specs)  Will the District consider a WAN that they can manage (Layer 2)? We would prefer a routed/Layer 3 network. Will the District consider a 1:1 solution, vs a shared network. We will consider any cost-effective proposal that fits into our RFP/470 specifications. When looking at Pricing and TCO, these must not be compared as the same option. We decline to provide that level of detail about the bid evaluation process and will determine the most cost-effective solution for the district.  Will the District consider a WAN that will allow them to upgrade from 1 gig - 10 gig at anytime, no additional cost? The 470 specifies 1 Gb as an upper limit for this contract.  Will the District consider a 5yr & 10yr. Contract? Bids for a 5 year term will be considered.
