E-rate rules require applicants to evaluate the cost of eligible goods and services, and to cost-allocate out the amount for ineligible services from their funding request. If your company will be bidding internet access service, please identify the amount to be cost-allocated out for the ineligible services – email service, web hosting, content filtering, or other bundled ineligible services.
Project Narrative Internet Access - Please indicate on your bid if you own the entire circuit for internet access or if you have to lease a portion from a separate provider (indicate who the provider is applicable). Applicant wants to achieve a load balanced, high availability internet connection minimizing the risk of outage.
Per USAC’s current guidance about applying for Internet access this applicant is checking the Leased Lit Fiber, Internet Access: ISP Service only and Internet Access and Transport Bundled.
DISQUALIFACTION FACTOR INTERNET ACCESS: The internet connection must be symmetrical, for example 1.5gb/s up and 1.5gb/s down.
DISQUALIFICATION FACTOR INTERNET ACCESS: Any and all installation charges must be identified on your bid. If you submit a bid indicating that installation charges may apply without listing those charges, we will consider your bid incomplete and disqualify your bid.
Category Two
There are two projects for Category Two goods/services. Project A is for Internal Connections (IC), for the purchase of a firewall(s), and Project B is for Managed Internal Broadband Services (MIBS) which would include the lease (not purchase) of a firewall(s). Applicant may need two devices for the district. Applicant will be comparing firewall solution bids via Internal Connections (IC) and Managed Broadband Services (MIBS). Applicant wants a physical appliance(s) in their data center. Applicant wants to have 100% control of the firewall and any associated services. Please itemize all Next Generation Firewall services. Please itemize support agreement options on your bids.
Compatibility requirements: Must be able to identify clients on macOS, iOS, Windows via an agent or Microsoft Active Directory.

DISQUALIFICATION FACTOR INTERNAL CONNECTIONS/MANAGED INTERNAL BROADBAND SERVICES: It will be the bidder’s responsibility to provide documentation about the compatibility requirements listed in this IFCB. Vendors that submit bids without documentation demonstrating the required compatibility listed in this IFCB will have their bids disqualified, unless that vendor has bid the preferred make/model number listed.
DISQUALIFICATION FACTOR INTERNAL CONNECTIONS/MANAGED INTERNAL BROADBAND SERVICES: Applicant will not accept bids for refurbished equipment. Any bids containing refurbished equipment will be disqualified.
DISQUALIFICATION FACTOR INTERNAL CONNECTIONS/MANAGED INTERNAL BROADBAND SERVICES: Bids that include equipment that was manufactured for use outside of the United States will be disqualified.
