·        Contracts must not prohibit SPIN changes.
 
·        Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).
 
·        Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period.
 
·        All contracts awarded will be contingent upon E-rate funding and final board approval.  The applicant may choose to do all or part of the project upon funding notification.
 
·        All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms. Please include this language in your final contract.
 
·        All applicable fees, surcharges, and taxes must be identified on the bid. E-rate rules require the applicants to evaluate the price of eligible goods and services that will be listed on the 471 application during the competitive bidding process. Fees and surcharges that apply but are not listed on the bid will be the responsibility of the bidding company, should their bid be awarded.
 
·        E-rate rules require applicants to evaluate the cost of eligible goods and services, and to cost-allocate out the amount for ineligible services from their funding request. If your company will be bidding internet access service, please identify the amount to be cost-allocated out for the ineligible services – email service, web hosting, content filtering, or other bundled ineligible services.
 
·        INTERNET ACCESS DISQUALIFICATION FACTOR: Any and all installation charges must be identified on your bid. If you submit a bid indicating that installation charges may apply without listing those charges, we will consider your bid incomplete and disqualify your bid.
 
·        DISQUALIFICATION FACTOR INTERNET ACCESS: Bidders who are not eligible to provide OUSF support will be disqualified. By placing a bid for these services the bidder agrees to file the completed OUSF affidavit within 90 days of the start of service (applicant agrees to complete their portion in a timely fashion after the request for completion by the winning bidder).
 
·        The winning vendor will be required to complete the USAC approved Item 21 template for the project within 7 working days after notification that the vendor has won the bid.
·        DISQUALIFICATION FACTOR INTERNAL CONNECTIONS: Vendors must complete and include the C2 Cover Page with their bid. Bids received without the cover page will be disqualified.
·        DISQUALIFICATION FACTOR INTERNAL CONNECTIONS: Service providers are required to bid the entire hardware project/upgrade.  Bids for individual components of the project/upgrade will be disqualified.
·        DISQUALIFICATION FACTOR INTERNAL CONNECTIONS: Applicant will not accept bids for refurbished equipment. Any bids containing refurbished equipment will be disqualified.
·        DISQUALIFICATION FACTOR INTERNAL CONNECTIONS: Bids that include equipment that was manufactured for use outside of the United States will be disqualified.

 Internet Access – Minimum 150 Mb bandwidth, maximum 5 GB bandwidth. Please also provide bids for 200 Mb bandwidth. Bids must include ALL install costs including initial configuration and turn up.  Please indicate if internet access bids include on-site maintenance and support, 24x7 monitoring, single point of contact and ongoing support as necessary .  Applicant also requires on-site turn-up services, DNS services, web based bandwidth utilization reports and automatic notification of network issues by text, phone, or email. INTERNAL CONNECTIONS – Applicant is upgrading wireless coverage to include managed WAP in every classroom, as well as adding management software to monitor and shape the wireless coverage. Applicant requires installation, cabling and configuration of the WAPs and managed switches. Applicant currently has the building divided into three separate zones with copper cabling. With the addition of the additional WAPs, applicant will need the zones connected with fiber cables.
 
VOLUNTARY SITE VISIT
Vendors wishing to bid on internal connections may attend a voluntary site visit one day November 30, 2017 or December 11, 2017 both dates will be at 3:30PM. Vendors should report to Main Office at 2800 N Bryan, Shawnee, OK 74804. Vendors will need to enter from the MacArthur Street entrance, not the Bryan entrance.

Answer:
 Thanks for catching that, the Sapulpa address was incorrect and it has been changed on the IFCB.

Answer:
 

1. If there is an existing infrastructure, is this in addition to it or replacement?

The current infrastructure consists of Engenius WAPs distributed through the hallways in a more or less ad hock fashion. The current plan is to leave the hallway WAPs in place and install a WAP in each classroom. So this will be an addition to what we now have in place. 

 

2. If additional, what is the current infrastructure?

The current infrastructure consists of a mixture of 15 Engenius EAP600 devices and EAP1750H devices all located in hallways and powered through PoE. Our current racks have plenty of free space to accommodate the additional PoE switches.  With our current configuration we have issues with connectivity in several classrooms.

 

3. If replacement or new, how many users will there be per Access Point?

We anticipate approximately 25 to 35 users/devices per AP

 

4. Is there PoE available for the new Access Points? 

The current PoE switches are presently filled and have no empty ports.  The new WAPs will need new PoE switches.

 

Switch Questions: 1. Is PoE desired, if so how many ports per switch?

PoE is desired. Our switch cabinets are located in three separate areas of the building.  Each area will need unique switching based on the WAP location to the area serviced by the PoE switch.  I would think that one 48-port PoE switch (or two 24-port PoE switches) would service the bulk of the building with one 24-port switch and one 12-port switch serving the remainder areas of the building. 

 

2. How many ports are desired on each switch? 

Hopefully this was answered in question 1 above.  Definitely enough ports to connect all the the WAPs.

 

3. Is there fiber uplinks needed?

Previously all three switch cabinets were linked with fiber to maintain network speed and minimize latency.  However, recent renovations and past building maintenance has resulted in the loss of the fiber connection between the switch cabinets (each cabinet is located 250 to 300 feet or more apart).  Currently the cabinets are linked with copper and we do experience issues especially with high network activities. We do need a fiber connection between the switch cabinets.

 

4. Is stacking required on the switches?

We do not require the switches to be stacked.

 

5. What switches are currently in use?

Our current PoE switches are TRENDnet PoE Web Smart.
