IFCB Requirements :
·        All Questions and Bids must be submitted using the on-line IFCB system. If for some reason the system is down before the respective deadline, please email your bid to info@crwconsulting.com or fax it to 918.445.0049. Bids or questions submitted in this fashion will be disqualified if the on-line system is active at the time of submission.
 
·        Bidder must agree to participate in USF Program (AKA “E-rate”) for the corresponding funding year.
 
·        Please include the correct Service Provider Identification Number (SPIN) on your bid.
 
·        By submitting a bid, bidder certifies that the bidder does have a valid (non-red light status) SPIN for the E-rate program at the time of submission. Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.
 
·        Bidder is expected to provide the lowest corresponding price per E-rate rules.  See http://www.usac.org/sl/service-providers/step02/lowest-corresponding-price.aspx for details.
 
·        Contracts must not prohibit SPIN changes.
 
·        Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).
 
·        Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period.
 
·        All contracts awarded will be contingent upon E-rate funding and final board approval.  The applicant may choose to do all or part of the project upon funding notification.
 
·        All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms. Please include this language in your final contract.
 
·        All applicable fees, surcharges, and taxes must be identified on the bid. E-rate rules require the applicants to evaluate the price of eligible goods and services that will be listed on the 471 application during the competitive bidding process. Fees and surcharges that apply but are not listed on the bid will be the responsibility of the bidding company, should their bid be awarded.
 
·        The winning vendor will be required to complete the USAC approved Item 21 template for the project within 7 working days after notification that the vendor has won the bid.
·        DISQUALIFICATION FACTOR INTERNAL CONNECTIONS: Vendors must complete and include the C2 Cover Page with their bid. Bids received without the cover page will be disqualified.
·        DISQUALIFICATION FACTOR INTERNAL CONNECTIONS: Service providers are required to bid the entire hardware project/upgrade.  Bids for individual components of the project/upgrade will be disqualified.
·        DISQUALIFICATION FACTOR INTERNAL CONNECTIONS: Vendors who wish to bid must attend one of two mandatory site visits. Vendors who submit a bid but have not attended a meeting will be disqualified.

Are you requesting the cable be the same as the color of the jack? Or, can it be one color?

Answer:
 All wall jacks, cabling, and patch panel jacks need to be the same color. 

Do you need optics for the fiber run?

Answer:

Yes,Enterasys LC, or functional equivalent. 

We were told at the walkthrough there was a floor plan that had better resolution. The blue multi-port boxes in the PDF provided appear to have numbers written on them, but they are not readable. Is there a higher resolution version of the drawing that would show the number of drops for each of those blue boxes.

Answer:
 A Visio diagram of the floor plans has been added as an attachment to the IFCB.

One of the requirements is to have the cable color to match the jack color, however, the part# for the Cat6A patch panel is for a loaded, black face, patch panel. Do you want an unloaded patch panel, so the patch panel port color matched the cable and jack colors at the station?

Answer:
 The part number is for a V-Shaped Leviton Patch Panel that allows you to place Jacks into Patch Panel to match the wiring color. Any information indicating otherwise is to be disregarded.

One of the requirements part# is for a 6 port face plate. However, there are no locations on the Visio diagram that indicate 6 drops in a single location. Please verify if you're joining the Blue and Red boxes on the diagram to be terminated in the same location.

Answer:
 Additional single gang boxes are to be used.

The part# provided is for an Ivory 1.89" deep surface mount box. 4 Jacks can easily fit in a box this size. However, if there 6 jacks a location with a box this size, space will be an issue with Cat6A. Can we use a double gang box in the locations where there are 6 jacks?

Answer:
 Additional single gang boxes are to be used.

Outdoor rated cable is black (in requirement); will it be okay that the color the cable will not match the jack color in the portables? If not, what do you suggest?

Answer:
 If the run length is less than 90 feet exterior grade CAT6 can be used(I do not believe there is exterior grade CAT6A, if there is it can be used up to 330 feet) other wise CAT6A in conduit is to be used, whether underground or aerially.

On the print, the principal's office and the lounge are reversed from what they currently are via the walk through. Would you like to add a Red location to Principal's Office? Which is currently the lounge on the diagram.

Answer:
 For the purposes of the bidding please use the specified jacks in the specified locations. 

The bid request is for 346 drops, however the diagram is for 362 drops. Please confirm the actual number of drops.
