IFCB Requirements :
·         All Questions and Bids must be submitted using the on-line IFCB system. ·         Bidder must agree to participate in USF Program (AKA “E-rate”) for the corresponding funding year.

·         By submitting a bid, bidder certifies that the bidder does have a valid (non-red light status) SPIN for the E-rate program at the time of submission. Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.

·         Contracts must not prohibit SPIN changes.
 
·         Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).
 
·         Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period.
 
·         All contracts awarded will be contingent upon E-rate funding and final board approval.  The applicant may choose to do all or part of the project upon funding notification.
 
·         All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms. Please include this language in your final contract.
 
·         All applicable fees, surcharges, and taxes must be identified on the bid. E-rate rules require the applicants to evaluate the price of eligible goods and services that will be listed on the 471 application during the competitive bidding process. Fees and surcharges that apply but are not listed on the bid will be the responsibility of the bidding company, should their bid be awarded.

Local phone service including 1 PRI circuit-Approx. 22 lines.  The terminating address for the PRI circuit is 611 Beasley Rd., Steele, MO 63877; (573)695.  E-rate rules require applicants to evaluate the cost of eligible goods and services, and to cost allocate out the amount for ineligible services from their funding request.  If your company will be bidding local phone service, please identify the amount to be cost-allocated out for the ineligible services – DID lines, voice mail, caller ID, inside wire maintenance, 900 call blocking, or other bundled ineligible services.
 
Long distance- Approx. 600 minutes used per month.
 
VOIP phone service- Approx. 6 lines with 90 extensions.  Companies that bid VoIP service are required to bid a separate circuit for VoIP connectivity if the applicant’s current internet circuit is not appropriate for your VoIP services.  Bids submitted without pricing for a separate circuit will indicate to the applicant that no additional connectivity is necessary to allow your service to function properly. E-rate rules require applicants to evaluate the cost of eligible goods and services, and to cost-allocate out the amount for ineligible services from their funding request. I have a few questions regarding this bid: 1) Will the school require internet connection to each school or just to the location at 611 Beasley? 2)Leased lit service request - is this leased service to each school building? If so, what are the addresses of the other two school locations? 3)Could you confirm the contract term as 4 years? Some confusion on this term on the form.

Answer:
 Internet connection just to 611 Beasley. USAC instructions this year for bidding out Internet access is that if an applicant will accept bids for Internet access over fiber then applicants are supposed to check the “leased lit fiber” option on the 470. If you are able to provide Internet access delivered over fiber, this would apply to you. We will accept bids for any term that is cost effective. 

Can the PRI be replaced with a SIP trunk? What type of PBX do you currently have? What type of phones and how many?

Answer:
 Bids for SIP trunks will work. Unsure about the type of PBX or number of phones at this time. Update (same day 10/12)- 50 - 60 phones total.

Will you consider hosted voice? Is the PRI needed for PBX connectivity? Does the PBX accept a SIP trunk solution?

Answer:
 Hosted Voice is not requested on this IFCB. A SIP trunk would work.
