IFCB Requirements :
 ·        All Questions and Bids must be submitted using the on-line IFCB system. If for some reason the system is down before the respective deadline, please email your bid to info@crwconsulting.com or fax it to 918.445.0049. Bids or questions submitted in this fashion will be disqualified if the on-line system is active at the time of submission.
 
·        Bidder must agree to participate in USF Program (AKA “E-rate”) for the corresponding funding year.
 
·        Bids must identify all fees and charges (including installation charges, if applicable) that will be assessed to the Applicant to procure the services or equipment included in your bid.
 
·        Please include the correct Service Provider Identification Number (SPIN) on your bid.
 
·        By submitting a bid, bidder certifies that the bidder does have a valid (non-red light status) SPIN for the E-rate program at the time of submission. Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.
 
·        Bidder is expected to provide the lowest corresponding price per E-rate rules.  See http://www.usac.org/sl/service-providers/step02/lowest-corresponding-price.aspx for details.
 
·        Contracts must not prohibit SPIN changes.
 
·        Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).
 
·        Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period.
 
·        All contracts awarded will be contingent upon E-rate funding and final board approval.  The applicant may choose to do all or part of the project upon funding notification.
 
·        All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms. Please include this language in your final contract.
 
·        All applicable fees, surcharges, and taxes must be identified on the bid. E-rate rules require the applicants to evaluate the price of eligible goods and services that will be listed on the 471 application during the competitive bidding process. Fees and surcharges that apply but are not listed on the bid will be the responsibility of the bidding company, should their bid be awarded.
 
·        DISQUALIFICATION FACTOR FIBER: Vendors wishing to submit bids for fiber projects must attend a mandatory site visit. Bids from vendors who did not attend a site visit will be disqualified.

UPDATE 3/17/17 - Project A - There should be 9 connections and the district wants 3 pair. Project B should be 9 connections and 6 strands for dark fiber. A new 470 #170073265 has been posted to reflect these updates.

Project A
Self-Provisioned Fiber Connections – 9 connections. There is a diagram available for download with additional information. The current fiber is aerial. There are existing polls with some needing to be replaced. The district would like single mode, rodent proof, 3 pair terminated at each drop.

Winning bidder will need to provide the following:

 Vendors wishing to submit bids for self-provisioned fiber project must attend a mandatory site visit. These will be held from March 20 – March 24. Project B
Leased Wide Area Network Circuits – 9 x 10 GB - 40 GB connections any delivery type. There is a map available for download with the addresses. Dark fiber bidders should bid 6 strands of fiber. Lit leased fiber bidders should bid 10 Gbps - 40 Gbps.

Project C
The District is requesting switches for the C1 fiber projects (self-provisioned or any leased fiber solution). If you are bidding lit fiber, please include the lease cost for those switches. We will accept bids for functionally equivalent equipment.

Can you please provide a list of eligible sites with addresses that need connectivity?

Answer:
 Yes, there is a map available to download from the IFCB that includes addresses. 

1. If you are bidding only on the Hardware C2 i.e Cisco/Meraki switches/ CyberPower Racks/UPS is the end user requiring an onsite visit or is that visit only for cables and installation?

Answer:
 There are no C2 requests for hardware on this IFCB. All of the requests for equipment on this IFCB are for C1 equipment that is needed for the requested fiber connections. Vendors that plan to bid the self-provisioned fiber for this RFP must attend one of the mandatory site visits listed on the IFCB. 

Is the Customer looking for CyberPower 4U racks or 42U racks as the smallest they have is 6U racks?

Answer:
 3x 4U wall mount racks. No vendor preferred.

Answer:
 We have two separate IFCBs and you should keep your bids separated by the requests on each IFCB. DO NOT combine bids for both IFCBs into one submission. There are different due dates and requirements for each IFCB.  

C1 hardware only does not require an onsite visit.
