IFCB Requirements :
·         All Questions and Bids must be submitted using the on-line IFCB system. ·         By submitting a bid, bidder certifies that the bidder does have a valid (non-red light status) SPIN for the E-rate program at the time of submission. Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.

·         Contracts must not prohibit SPIN changes.
 
·         Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).
 
·         Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period.
 
·         All contracts awarded will be contingent upon E-rate funding and final board approval.  The applicant may choose to do all or part of the project upon funding notification.
 
·         All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms. Please include this language in your final contract.
 
·         All applicable fees, surcharges, and taxes must be identified on the bid. E-rate rules require the applicants to evaluate the price of eligible goods and services that will be listed on the 471 application during the competitive bidding process. Fees and surcharges that apply but are not listed on the bid will be the responsibility of the bidding company, should their bid be awarded.

Please also include bids for 10Gb bandwidth.  Please provide separate pricing for any installation, activation, or initial configuration. Please also provide separate pricing for any maintenance and technical support. Applicant is requesting a payment plan of 3 years for construction costs of circuit.

 We use Enterasys B5 switches at both locations. Yes, we have 1G and 10G SFP ports available at both campuses.

Due to the holiday my resources are not available to me to complete the proposal by the January 4 due date. Please consider extending the date to January 11.

Answer:
 The bid and question deadlines have been extended. The new bid deadline is 1/13/2017.

A: We use Enterasys B5 switches at both locations. Yes, we have 1G and 10G SFP ports available at both campuses. The above answer implies you intend to use existing network equipment to connect to the fiber directly. Our understanding is that "Lit Fiber" proposals for erate require that network switches and fiber connections be included in the proposal and remain the property of the provider as does the actual fiber and is for lease only by the school district. We are working to provide such a proposal that will include the fiber run and equipment on each end of the fiber to make the connection to your existing network. Is that what you are expecting in the proposals for this RFP/ if not, please explain how you can use district owned equipment to connect to the leased fiber.

Answer:
 Lit fiber proposals may or may not include leased switches as part of the vendors’ solutions if the applicant needs to lease those switches. In this case Westside doesn’t need to lease switches as part of the service.

Is the District looking for any new features/services? 8. When does the District want the new phone system in place? 9. Is the security system connected to the phone system? If so, please describe how. 10. Are Ethernet drops available at each phone location? 11. Will the district be able to support 100Kbps+ bandwidth per phone? 12. In terms of QoS, what kind of routers or firewalls does the district already have in place?
