IFCB Requirements :
 ·        All Questions and Bids must be submitted using the on-line IFCB system. Bids or questions submitted in this fashion will be disqualified if the on-line system is active at the time of submission.
 
·        Bidder must agree to participate in USF Program (AKA “E-rate”) for the corresponding funding year.
 
·        Bids must identify all fees and charges (including installation charges, if applicable) that will be assessed to the Applicant to procure the services or equipment included in your bid.
 
·        Please include the correct Service Provider Identification Number (SPIN) on your bid.
 
·        By submitting a bid, bidder certifies that the bidder does have a valid (non-red light status) SPIN for the E-rate program at the time of submission. Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.
 
·        Bidder is expected to provide the lowest corresponding price per E-rate rules.  See http://www.usac.org/sl/service-providers/step02/lowest-corresponding-price.aspx for details.
 
·        Contracts must not prohibit SPIN changes.
 
·        Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).
 
·        Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period.
 
·        All contracts awarded will be contingent upon E-rate funding and final board approval.  The applicant may choose to do all or part of the project upon funding notification.
 
·        All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms. Please include this language in your final contract.
 
·        All applicable fees, surcharges, and taxes must be identified on the bid. E-rate rules require the applicants to evaluate the price of eligible goods and services that will be listed on the 471 application during the competitive bidding process. Fees and surcharges that apply but are not listed on the bid will be the responsibility of the bidding company, should their bid be awarded.
 
·        If the Applicant is requesting bids for equipment with specific make and model numbers listed, the Applicant will also accept bids for functionally equivalent equipment.
·        
·        DISQUALIFICATION FACTOR FIBER: Bidders who are not eligible to provide OUSF support will be disqualified.

·        The winning vendor will be required to complete the USAC approved Item 21 template for the project within 7 working days after notification that the vendor has won the bid.
 
·       DISQUALIFICATION FACTOR C2: Service providers are required to bid the entire Internal Connections project.  Bids for individual components of the project will be disqualified.
 
·        DISQUALIFICATION FACTOR C2: Vendors wishing to submit bids for category 2 projects must attend one of two mandatory site visits.  Bids from vendors who did not attend either of the site visits will be disqualified.
 
 
·        DISQUALIFICATION FACTOR C2: Vendors must complete and include the C2 Cover Page with their bid. Bids received without the cover page will be disqualified.
 
·        DISQUALIFICATION FACTOR: Applicant will not accept bids for refurbished equipment. Any bids containing refurbished equipment will be disqualified.

Lit Fiber Services – 2 x 1 GB bandwidth. Both from 501 S. Riverview, Bixby, 74008 to Northeast ES at 11901 E. 131st St South, BA 74011 and Middle School at 15400 S. Mingo, Bixby 74008. Please provide separate pricing for any installation, activation, or initial configuration. Please also provide separate pricing for any maintenance and technical support. Applicant is requesting a payment plan of 4 years for construction costs of circuit.

can we just bid equipment with out having to do a mandatory walk thru?

Answer:
 No, the walkthroughs are mandatory. Companies that do not attend the walkthrough for the C2 project will be disqualified.


# 1 Assuming Bixby ISD is using or has intentions to use the Google Learning Management System “Classroom” https://www.google.com/edu/products/productivity-tools/classroom/. Google’s LMS works with SDN apps to enforce/restrict network access policies based on LMS content. Are you requesting support from the networking products for OpenFlow 1.3 which enable SDN.

 No we are not.  

Could we get the quantities of Switch port count at locations per W/T notes today ie. 8 port, 24 port and 48 port and where? Also could you define where you need a 1500 UPS vs. a 3000?

should we put the 10gb fiber and copper uplinks on our bid?

Answer:
 No need to quote the 10gb fiber or copper uplinks, the switches just need to be able to upgradeable to 10gb.

When you say the switches need to be upgradeable, do you mean they need to be able to do 10gb thru the sfp+ port by just adding sfps? How many sfp+ ports do they want the switches to have? 2 or 4? Or does the school district have a specific model they would like quoted?

Answer:
 Upgradeable via the SFP+ and we want 4 per 48 port switch.  2 on the 24 and 8 port switches. 

DO we need to break each location site with the actual physical address or can we use the district site. if we need to break each site to physical can you list each site address. sorry for the tedious work but sometimes the internet is wrong. I know it is hard to believe but true. thanks.

Answer:
 Your bid will need to list and separate the requested equipment for each school listed on the IFCB ( equip for 9th Grade Center, equip for North Elem, equip for Central ES, etc.). From your bid we need to be able to identify which budget school goes with which equipment. You do not need to include addresses on your bid. Category two budgets are now tied to each individual school. You will also have to complete the C2 cover page before you submit your bid.

Just to clarify that we are not bidding installation of switch's? But you do need equipment shipped to each site? or each single site?

 No installation needed... Shipping will be to one location if that helps.

Are you needing installation/configuration for the HP switches and Tripp Lite UPSs?

Answer:
 No

Please clarify which PoE standard the district requires. Does each switch need to have each port support the IEEE 802.3af (PoE) standard which supports the delivery of power over Ethernet up to 15.4W per port or The IEEE 802.3at (PoE+) standard supports up to 25.5W of power on the port? do you need beyond 15.4w on each 48 port switch PoE+? do you need beyond 15.4w on each 24 port switch PoE+? do you need beyond 15.4w on each 8/12 port switch PoE+? do you want less than less than 15.4w per port on 48 port which would be approx. 15.4 per port for 24 out of 48 ports.
