Answer:
We are not requesting voice services at any of the locations on this 470/IFCB.
Answer:
Our current provider is Comcast. We decline to answer the question about the current costs. Please note that vendors are required to comply with the E-rate Lowest Corresponding price rule: http://www.usac.org/sl/service-providers/step02/lowest-corresponding-price.aspx. Multiple bids from the same company (same SPIN) for the same services should not be submitted, as bids for the same service at different prices from the same company will not comply with the LCP rule. Please make sure your bid includes all applicable fees, taxes and charges, including installation charges.

Answer:
Question: 1. What type of connectivity is the District looking for in regards to their WAN?
Are they requesting Layer 3 MPLS, Layer 2, or dark fiber? - Layer 2 lit fiber
2. If Layer 3 MPLS is being requested, can you please elaborate on the Classes of Service or levels of QoS that will be needed? Or what percentages of traffic will be used for voice, data, internet, etc. - N/A
3. Do they require managed routers from the bidding vendor or will they manage their own routers? We have our own routers. Vendor may need to supply a switch for interface to our routers.
Answer:
-How much bandwidth do you anticipate using between the locations on average and/or peak times? -Will this link be used for replication? If so, will any data flows (IP to IP, MPLS labels, etc) exceed 2Gbps? On average, we expect about 30% bandwidth consumption with a minimum of about 50%-75% during peak times. Please keep in mind different campuses have different bandwidth demand at different times. Because this would be a multi-year contract, we need to be assured that what we get has room for growth. We are wanting a multi-year scalable contract the lists additional services levels with the associated pricing.
-What is the anticipated bandwidth consumption per application/service/protocol?
99.9% of our traffic is IP-to-IP, our routing protocol likely takes up no more than 0.1%
-Are the edge devices routers or switches? If switches, is there a need to extend Layer 2 functionality (extend VLANs)?
Our edge devices are routers. We handle all routing, there is no need for exten VLANS. Since we do all the routing, EIGRP has to be allowed to communication thorough to all sites.
Answer:
The district will accept bids for leased dark fiber as well (in addition to the specifically requested lit leased solution). If you are asking about self-provisioned fiber, that is not requested and is not listed on the 470 (and would not be funded without a 470 requesting self-provisioned fiber). We are not requesting self-provisioned fiber. We do not have technical specs for the leased solution.
Answer:
All are iPhone 6.

Question:
Which design architecture for the WAN network is required/ preferred: Fully Meshed allowing for(Any to Any site connectivity) or Hub and Spoke with a particular site being the HUB such as the Admin building: 14705 Woodforest Blvd., Houston, TX 77015 that all other sites will connect to directly?
Either solution will be fine.
Also: -Will this link be used for replication? If so, will any data flows (IP to IP, MPLS labels, etc) exceed 2Gbps? -What is the anticipated bandwidth consumption per application/service/protocol?
On average, we expect about 30% bandwidth consumption with a minimum of about 50%-75% during peak times. Please keep in mind that different campuses have different bandwidth demands at different times. Because this would be a multi-year contract, we need to be assured that what we get has room for growth. We are requesting a multi-year contract that identifies additional service levels and the associated pricing in that contract.

Answer:
1. Can Galena Park ISD describe the current wide area network solution and topology?
One to Many - Any site to any site without going through central office.
2. Please clarify Galena Park ISD’s basic expectations re: fiber network service delivery. There are several variations of a Private and/or Dedicated fiber Wide Area Network. (listed in low-to-high order of end-user cost..);
We are primarily looking for a managed, lit fiber solution. We will consider bids for dark fiber, but we do not have specifications for dark fiber bids.
A: Dark Fiber strands; Service Provider constructs and provides Galena Park ISD only the physical fiber-optic cabling (FOC) infrastructure. Galena Park ISD would typically provide all routing and switching network equipment and all optical interfaces needed to “lite†the Dark Fiber infrastructure.
B: Hybrid: Service Provider constructs and provides Galena Park ISD the Dark Fiber infrastructure as well as providing pluggable optical interfaces (aka: modulating electronics) needed to lite the Dark Fiber infrastructure using Galena Park ISD existing network routing and switching equipment.
C: Lit - Managed Services; Service Provider constructs and provides Galena Park ISD a ‘Total’ solution including the physical fiber-optic infrastructure including customer premise interfaces needed to deliver and manage any Ethernet connectivity (E-LINE, E-LAN, E-TREE) or dedicated Internet access (DIA) services.
3. Please clarify Galena Park ISD’s requirements for Service Level Agreements (SLA)? (i.e. Latency, Jitter, Network Availability, Packet Delivery etc..)
Latency 1-2ms
Jitter 0-0.02ms
Network Availity 99%
Packet Delivery 99%
4. Please clarify Galena Park ISD’s availability requirements; - Does Galena ISD operate mission-critical Applications or Services that require High Availability (HA) - Has Galena Park ISD experienced significant or repeated network outages with current network solution? There are several levels of redundancy or protection to address availability including the following;
One CPE device will suffice (we would like redundant power supplies on that device) and we are requesting that the provider be able to replace a failed device within 4 hours.
A: Outside Plant (Fiber route) Protection; - physically diverse fiber paths between customer premise and Provider Edge network. - physically diverse lateral and entrance
B: CPE Redundancy; dual redundant terminating Customer Premise Equipment
C: PE Redundancy; dual redundant Provider Edge equipment
5. Please clarify if Galena ISD requires or could benefit from any of the following for its DIA service;
a. service provider provided Managed & Monitored DDoS (Distributed Denial of Service) Mitigation protection?
b. service provider provided BGP peering support for a multi-carrier solution?
c. service provider provided Bursting, bandwidth on-demand service?
NO for A, B or C.
6. Will Galena Park ISD be able to provide access, space and power as needed?
a. For Protected Services, Service Provider may require diverse building-access rights and conduit for new construction to Galena Park ISD location(s)?
b. For Lit–Managed Services, Service Provider will require rack space and AC power (UPS backed) for Customer Premise Equipment at all Galena Park ISD locations?
c. For Lit-Managed Service, Service Provider will require colocation space and AC power (UPS backed) for Customer Premise Equipment at Galena Park ISD’s 14705 Woodforest Blvd., Admin/Hub location?
Yes for A, B, and C.
7. For 10G Services does Galena Park ISD require Service Provider support Ethernet transport of full-rate 10G data flows or multiple data flows that may aggregate into 10G capacity?
Full-rate
