IFCB Requirements :
·         All Questions and Bids must be submitted using the on-line IFCB system. ·         By submitting a bid, bidder certifies that the bidder does have a valid (non-red light status) SPIN for the E-rate program at the time of submission. Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.

·         Contracts must not prohibit SPIN changes.
 
·         Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).
 
·         Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period.
 
·         All contracts awarded will be contingent upon E-rate funding and final board approval.  The applicant may choose to do all or part of the project upon funding notification.
 
·         All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms. Please include this language in your final contract.
 
·         All applicable fees, surcharges, and taxes must be identified on the bid. E-rate rules require the applicants to evaluate the price of eligible goods and services that will be listed on the 471 application during the competitive bidding process. Fees and surcharges that apply but are not listed on the bid will be the responsibility of the bidding company, should their bid be awarded.

Services and Equipment Requested :
Local phone service including PRI circuit – Approx 500 DID lines and 32 POTS/analog lines.  The terminating address for this circuit is 1005 Chestnut Street, Bonham, TX; (903) 583. E-rate rules require applicants to evaluate the cost of eligible goods and services, and to cost-allocate out the amount for ineligible services from their funding request. If your company will be bidding local phone service, please identify the amount to be cost-allocated out for the ineligible services - DID lines, voice mail, caller ID, inside wire maintenance, 900 call blocking, or other bundled ineligible services.
 
SIP Service – Applicant is considering moving current PRI circuit over to SIP service.  One SIP trunk will be needed and applicant wishes to be able to make 24 concurrent calls.  Applicant also requires a circuit/bandwidth for this service to connect to the public switched telephone network.  SIP SERVICE DISQUALIFICATION FACTOR:  Any and all installation charges must be identified on your bid. Long distance service – Approx 56 lines

Internet Access – Applicant currently has 300Mb bandwidth and is considering upgrading up to 1GB bandwidth.  Please provide bids for 500Mb, 750Mb, and 1GB bandwidths.  The terminating point for this circuit is 201 East 10th Street, Bonham, TX, 75418.  E-rate rules require applicants to evaluate the cost of eligible goods and services, and to cost-allocate out the amount for ineligible services from their funding request.  1. 500 DIDs – please bid out the cost for the DIDs separately, they are not E-rate eligible.

Along with the 500 Mbps Internet circuit, will the District require a block of public IP addresses? If yes, how many? Thank you!

Is the request for Internet Bandwidth for a new circuit to support the SIP or is it to upgrade an existing circuit?

Answer:
 We currently have a contract for this circuit that is set to expire at the end of this school year and this new bid will either upgrade or replace that circuit with a 500MB-1000MB.

The total number of APs requested for the HS on Project A is 33. On the Project C spreadsheet the total number of APs is only 32. Please advise.

Answer:
 We believe you may have submitted this question for the wrong school. You submitted this question for Bonham’s ISD’s 470/IFCB , Bonham is not requesting any Category two services or equipment on this IFCB.

For the SIP Service: 1. How many 911 locations need to be allocated? 2. Do you currently use failover, or what type of failover do we need to include? 3. If we propose SIP, what is the plan for the analog POTS lines? Do we need to make appropriations to incorporate these lines into the SIP? If so, what are these lines used for, and at how many at each campus? 4. Will the separate internet circuit for SIP service be used for anything besides the SIP service? Thank you!

2. We want it to roll-over from one of our internet connections to the other. Both circuits will be actively in use at all times.
