IFCB Requirements :
 ·         All Questions and Bids must be submitted using the on-line IFCB system. ·         Bidder must agree to participate in USF Program (AKA “E-rate”) for the corresponding funding year.
 
·         Bids must identify all fees and charges (including installation charges, if applicable) that will be assessed to the Applicant to procure the services or equipment included in your bid.
 
·         Please include the correct Service Provider Identification Number (SPIN) on your bid.
 
·         By submitting a bid, bidder certifies that the bidder does have a valid (non-red light status) SPIN for the E-rate program at the time of submission. Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.
 
·         Bidder is expected to provide the lowest corresponding price per E-rate rules.  See http://www.usac.org/sl/service-providers/step02/lowest-corresponding-price.aspx for details.
 
·         Contracts must not prohibit SPIN changes.
 
·         Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).
 
·         Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period.
 
·         All contracts awarded will be contingent upon E-rate funding and final board approval.  The applicant may choose to do all or part of the project upon funding notification.
 
·         All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms. Please include this language in your final contract.
 
·         All applicable fees, surcharges, and taxes must be identified on the bid. E-rate rules require the applicants to evaluate the price of eligible goods and services that will be listed on the 471 application during the competitive bidding process. Fees and surcharges that apply but are not listed on the bid will be the responsibility of the bidding company, should their bid be awarded.
·         E-rate rules require applicants to evaluate the cost of eligible goods and services, and to cost-allocate out the amount for ineligible services from their funding request. If your company will be bidding bundled data and voice plans, please identify the amount to be cost-allocated out for the ineligible data, text messaging functions or other bundled ineligible services.

·         DISQUALIFICATION BMIC - Maintenance bids listing only an hourly rate and not a monthly or annual total will be disqualified.  Vendors quoting an hourly rate are required to also a) confirm that you have the ability/expertise to maintain all of the equipment listed and b) propose a number of hours at a particular rate monthly to properly maintain the entire list of equipment.  Bids that contain only hourly rates, without confirmation that the company can service the list of equipment, or without a monthly total will be disqualified.

Internet Access – This circuit terminates at Blue Ridge High School, 11020 CR 504, Blue Ridge, TX 75424; (972) 752.  Applicant is requesting bids for internet access to service the entire district with speeds ranging from 60Mb to 200Mb bandwidths.  Please provide bids for the following bandwidths:  60Mb, 70Mb, 80Mb, 90Mb, 100Mb, 120Mb, 140Mb, 150Mb, 160Mb, 180Mb and 200Mb.  Applicant prefers public DNS hosting by the service provider.  Applicant requires a minimum of 10 public IPs be included in the bid.  Please provide separate pricing for any maintenance and/or technical support.  Applicant is requesting a payment plan over a three year term for any installation and/or construction costs.  E-rate rules require applicants to evaluate the cost of eligible goods and services, and to cost-allocate out the amount for ineligible services from their funding request. CATEGORY TWO PROJECT DETAILS:
 
Blue Ridge ISD has three separate Category Two Projects, Project A, Project B, and Project C.  Project A includes:  wireless AP setup, installation, and configuration; cabling; Poe switches installation and configuration; Wireless controller setup and configuration.  Project B is for UPS devices.  Project C is for network maintenance for select items from Project A.
 
The winning vendor will be required to complete the USAC approved Item 21 template for the project within 7 working days after notification that the vendor has won the bid.

CATEGORY TWO VOLUNTARY WALK THROUGHS:
 
There will be two voluntary walk throughs for Blue Ridge ISD’s Category Two projects.  The first date will be Tuesday, November 15th and the second, Thursday, November 17th.  Interested vendors may report to the Administration Building at 318 West School Street between 10am and 2pm.

1. Will the District make time available for an on site demonstration of equivalent/superior wireless solutions, or can a time be scheduled to hold a webinar to establish equivalency/superiority of another wireless solution? 2. Does the District prefer cloud based or on site controller wireless solutions? Or should we propose both for you to decide? Thank you.

Answer:
 1. Yes we can make time for  webinar or a demonstration. Vendors who would like to set up a demo webinar or onsite should email Eduardo Vargas at eduardo.vargas@brisd.net. All other requests and questions should be submitted using the submit a question button on our IFCB.

 2. We prefer cloud based controller for the wap.

Is there anyone we need to contact to attend voluntary walkthrough?

The total number of APs requested for the HS on Project A is 33. On the Project C spreadsheet the total number of APs is only 32. Please advise.

Answer:
 33 total - in the end we may end up purchasing less waps if we determine the wireless coverage is sufficient.

The HP switch model 2530 J9772A Procurve 48 port switch listed for the high school is now an Aruba switch (Aruba 2530-48G-PoE+ - Switch - managed - 48 x 10/100/1000 (PoE+) + 4 x Gigabit SFP - desktop, rack-mountable, wall-mountable - PoE+) Would the HPE 2510-48G Switch (J9280A#ABA) Switch - managed - 44 x 10/100/1000 + 4 x combo SFP - rack-mountable be sufficient as a replacement?

Answer:
 Yes, that poe switch would be sufficient.

Is there a certain amount of support hours you are looking for per month for the wireless and switches in particular? I would like to bid the same number of support hours as others so it is an apples to apples bid.

Answer:
 We would like to have a block of support hours (10 or so) per year that we could use for switch or wap configuration/troubleshooting, etc.

Is their a direct path for the cabling to be run in the elementary school from the 2nd floor to the 1st floor since all data cables need to be run to the IDF on the 1st floor?

Answer:
 1. Every campus edge switch is configured and segmented, only setup and configuration will be required on the new switches. only two vlans are handled by the wifi switches. 

2. The elementary building has inter-wall conduit that allows cabling to be run from the main idf to the second floor waps and classrooms.

Will there be Vlans to configure on the HP switches and if so, how many are needed and are there any Vlans already in place on the network? If Vlans are new to the network will services needed to configure all of the other switches in the district? How many switches total are in the district that will need the VLans configured on them as well?

Answer:
 1. Setup and configuration will be required on the new switches, only two VLANs are to be configured within the new switches, the internal private and the public VLAN.

For the local phone service are you needing a PRI plus 15 analog lines? Also, are the additional analog lines being installed at the same location? Also, would a bid be disqualified if it is only for the PRI but not the analog lines?

Answer:
 as stated in the RFP we require a PRI with 15 analog lines, they are going to be installed in the same location, we are requesting vendors bid both PRI and analog – we would prefer one vendor to handle our phone needs.
