IFCB Requirements :

· All Questions and Bids must be submitted using the on-line IFCB system. · Bidder must agree to participate in USF Program (AKA “E-rate”) for the corresponding funding year.

· Please include the correct Service Provider Identification Number (SPIN) on your bid.

· By submitting a bid, bidder certifies that the bidder does have a valid (non-red light status) SPIN for the E-rate program at the time of submission. Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.

· Bidders for all services and products (except for tariffed telecommunications services or month-to-month services which do not have a related contract) must also submit a contract for products or services.

· Contracts must not prohibit SPIN changes.

· Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).

· Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period.

· All contracts awarded will be contingent upon E-rate funding and final board approval. The applicant may choose to do all or part of the project upon funding notification.

· All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms.

· Prices must be held firm for the duration of the associated E-rate Funding Year(s) or until all work associated with the project is complete (including any contract and USAC approved extensions).

· E-rate rules require applicants to evaluate the cost of eligible goods and services, and to cost-allocate out the amount for ineligible services from their funding request. If your company will be bidding internet access service, please identify the amount to be cost-allocated out for the ineligible services – email service, web hosting, content filtering, or other bundled ineligible services.

· INTERNET ACCESS DISQUALIFICATION FACTOR: Any and all installation charges must be identified on your bid. If you submit a bid indicating that installation charges may apply without listing those charges, we will consider your bid incomplete and disqualify your bid.

· Bidders who are not eligible to provide OUSF support will be disqualified.

Services and Equipment Requested :

Internet Access – Applicant is seeking bids for 150 Mb bandwidth. The terminating address is 2200 168th Ave NE, Norman, OK 73026. School district is requesting a multi-year scalable contract that provides the option to increase bandwidth during the term of the contract. The applicant is also requesting onsite technical support services, basic head-end firewall services, and on-site configuration and turn of the service. Please provide separate pricing for any installation, activation, or initial configuration. Please also provide separate pricing for any maintenance and technical support. E-rate rules require applicants to evaluate the cost of eligible goods and services, and to cost-allocate out the amount for ineligible services from their funding request. Please refer to the portion of the description that says "The applicant is also requesting onsite technical support services, basic head-end firewall services, and on-site configuration and turn of the service. Please provide separate pricing for any installation, activation, or initial configuration. Please also provide separate pricing for any maintenance and technical support." Is this not Category 2? If so, is there a second RFP posted to that effect? If not, will you be posting one and may we request a walk thru?

Answer:
This is not a request for C2, those are requests for components of the Internet access. No plans for a C2 470 at this time.

Demarc is stated to be 2200 168th Ave NE, but header says the District is 2000 168th Ave NE. Could a LAT LONG be provided?

Does the district have a connection between 2200 168th Ave NE and 2000 168th Ave NE. or conduit that we can use to help reduce construction cost? or Can we deliver our internet access to 2000 168th Ave NE instead of 2200?

Answer:
2000 168^th Ave NE is the mailing address of the school, the actual physical address of the Central Office. The existing Internet connection does not enter that building. Current connection enters at 2200 168^th Ave NE. No conduit to 2000 168^th Ave NE is necessary.
