IFCB Requirements :
 ·         All Questions and Bids must be submitted using the on-line IFCB system. ·         Bidder must agree to participate in USF Program (AKA “E-rate”) for the corresponding funding year.

·         By submitting a bid, bidder certifies that the bidder does have a valid (non-red light status) SPIN for the E-rate program at the time of submission. Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.
 
·         Bidder is expected to provide the lowest corresponding price per E-rate rules.  See http://www.usac.org/sl/service-providers/step02/lowest-corresponding-price.aspx for details.
 
·         Contracts must not prohibit SPIN changes.
 
·         Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).
 
·         Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period.
 
·         All contracts awarded will be contingent upon E-rate funding and final board approval.  The applicant may choose to do all or part of the project upon funding notification.
 
·         All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms.
 
·         Prices must be held firm for the duration of the associated E-rate Funding Year(s) or until all work associated with the project is complete (including any contract and USAC approved extensions).
 
·         E-rate rules require applicants to evaluate the cost of eligible goods and services, and to cost-allocate out the amount for ineligible services from their funding request. If your company will be bidding bundled data and voice plans, please identify the amount to be cost-allocated out for the ineligible data, text messaging functions or other bundled ineligible services.

·         SERVICE PROVIDERS ARE REQUIRED TO BID THE ENTIRE HARDWARE PROJECT/UPGRADE.  BIDS FOR INDIVIDUAL COMPONENTS OF THE PROJECT/UPGRADE WILL BE DISQUALIFIED.
 
·         DISQUALIFICATION FACTOR: Vendors are required to submit bids via the template “Internal connections – Template V15 – 1” for each individual school that is receiving equipment and a separate template for all shared equipment.  Please name each template for the name of the school and project.  Example:  “Smith Elementary School Wireless Project” or “Wireless project shared equipment for all schools.”  Vendors that do not submit bids in the required template format will be disqualified from the process.
 
·         If the Applicant is requesting bids for equipment with specific make and model numbers listed, the Applicant will also accept bids for functionally equivalent equipment.
 
·         Bidders who are not eligible to provide OUSF support will be disqualified.

Services and Equipment Requested :
 Local Phone Service – Approx. 6 lines. E-rate rules require applicants to evaluate the cost of eligible goods and services, and to cost-allocate out the amount for ineligible services from their funding request. Long Distance – Approx. 6 lines, average 1,100 minutes used per month.
 
Cellular Phone Service – Approx. 3 lines. E-rate rules require applicants to evaluate the cost of eligible goods and services, and to cost-allocate out the amount for ineligible services from their funding request. If your company will be bidding bundled data and voice plans, please identify the amount to be cost-allocated out for the ineligible data, text messaging functions or other bundled ineligible services.
 
Internet Access – Minimum 10 Mb bandwidth. District will consider wireless internet up to 200 Mb bandwidth. District will consider bids for fiber internet access up to 1 GB bandwidth. Please provide bids for available bandwidths and indicate what type of internet connection they are. Terminating address is 15695 South County Road 210, Altus, OK 73521. The area code and prefix for the service address (or terminating point) are (580) 482. Bids must include all install costs and internet access should include firewall service, content filtering, routing capabilities and install campus wide. Applicant is considering upgrading from their current 10 Mb bandwidth to 1 GB bandwidth.  The current 10 Mb service is being bid to ensure that there are bids for the current level of service and the current level of service is insufficient to meet the needs of the school. Bids for the current level of service will only be considered if there are no bids for the higher level of service required to meet the needs of the school. Please provide separate pricing for any installation, activation, or initial configuration. Please also provide separate pricing for any maintenance and technical support. 2 Questions: 1)Does the school have a "Brand" preference? 2)Concerning the WAPs; Are the line drops already ran or do they need to be included in the total price of the WAP bid?

Answer:
 No brand preference. Please bid the cabling/install on a separate line item for the WAPs. 

Can you tell us how your building are currently connected? i.e. fiber, copper and from location to location. Also could you describe the 7 fiber runs you are asking for, from where to where, MM or SM. You are asking for 20 UPS's, could you tell me the locations you plan on putting them? Thanks in advance.

Answer:
 For starters. We are a one campus school district. The internet bridge is shared for all students pk-12.

Our network topology is as follows.

Logically, we're all on one level, with a few wireless routers tacked on.

Mechanically. The bridge is in an outbuilding, dubbed the "ITV building" for its original purpose. We do not currently have any telelearning courses, either as a source or as a satellite campus, but the name has stuck.

From the ITV building, there is a multi-mode fiber run to the high school/junior high building.

From the High school building, there's a multi-mode fiber run to the elementary building, which includes the schools pk-12 library. Internal to the elementary building, there's a single Cat5e connection to the newest wing, which houses the kindergarten, pre-kindergarten, Title 1, and the elementary computer lab. It is this elementary lab which contains the wiring closet for this wing.

From the ITV building, there's a buried copper Cat5e connection in a plastic conduit to the Music building, which serves all grades.

From the High School building, there's a guyed copper Cat5e connection to the Old Gym and attached cafeteria, both which serve all grades.

From the Elementary building, there's a buried copper Cat5 or Cat5e connection to the New Gym, which serves all grades. There's also an overhead Cat5e cable in a plastic conduit to the Vocational Arts ("Ag Building", or "Tech-Ed Building"), which serves grades 7-12.

The only branch which would not be shared pK-12 would be the one running to the Vocational Arts building, and that one originates from the PK-K wing of the elementary building.  In fact, from the computer lab which serves grades pK-6.

 

I'm thrown by your mention of UPS. To me, a UPS is a battery backup device or a shipping company. Is there another meaning for the initials UPS that I'm unaware of?
