IFCB Requirements :
 ·         All Questions and Bids must be submitted using the on-line IFCB system. ·         Bidder must agree to participate in USF Program (AKA “E-rate”) for the corresponding funding year.

·         By submitting a bid, bidder certifies that the bidder does have a valid (non-red light status) SPIN for the E-rate program at the time of submission. Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.
 
·         Bidder is expected to provide the lowest corresponding price per E-rate rules.  See http://www.usac.org/sl/service-providers/step02/lowest-corresponding-price.aspx for details.
 
·         Bidders for all services and products (except for tariffed telecommunications services or month-to-month services which do not have a related contract) must also submit a contract for products or services.
 
·         Contracts must not prohibit SPIN changes.
 
·         Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).
 
·         Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period.
 
·         All contracts awarded will be contingent upon E-rate funding and final board approval.  The applicant may choose to do all or part of the project upon funding notification.
 
·         All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms.
 
·         Prices must be held firm for the duration of the associated E-rate Funding Year(s) or until all work associated with the project is complete (including any contract and USAC approved extensions).
 
·         E-rate rules require applicants to evaluate the cost of eligible goods and services, and to cost-allocate out the amount for ineligible services from their funding request. If your company will be bidding local phone service, please identify the amount to be cost-allocated out for the ineligible services - DID lines, voice mail, caller ID, inside wire maintenance, 900 call blocking, or other bundled ineligible services.
 
·         E-rate rules require applicants to evaluate the cost of eligible goods and services, and to cost-allocate out the amount for ineligible services from their funding request.  Local Phone Service – Approx. 13 lines. Long Distance Service – Approx. 13 lines, average 500 minutes used per month.
 
Internet Access – Applicant is seeking bids for 50 Mb to 125 Mb bandwidth. Please also provide bids for 75 Mb and 100 Mb bandwidths. The terminating address for this circuit is 100 Lubbis Street, Coalgate, OK 74538; (580) 927. The current 50 Mb service is being bid to ensure that there are bids for the current level of service. The current level of service is insufficient to meet the needs of the school. Bids for the current level of service will only be considered if there are no bids for the higher level of service required to meet the needs of the school. Please provide separate pricing for any installation, activation, or initial configuration. E-rate rules require applicants to evaluate the cost of eligible goods and services, and to cost-allocate out the amount for ineligible services from their funding request. Per the RFP the demarc address is 100 Lubbis St, however, I am not finding that address. Could you please confirm a telephone number that is working at that address? Or could the address be 38284 Lubbis St?

Answer:
 Demarc 911 address is 38287 Lubbis.

Could you be more specific with the bandwidth, it shows 50 - 200 on USAC and 470 but your narrative on your IFCB says 50, 75, 100 and 125 but makes no mention of 200.

Answer:
 The 470 drop down options are 100 and 200 Mb, with no options to list 125 – which is why we listed it that way. USAC has been very clear that the winning bandwidth must be within the range indicated on the 470 (now that we are required to list a min and max). The amounts listed on the IFCB are the amounts we want bids for, especially around the 100 Mb range.
