·        ·         All Questions and Bids must be submitted using the on-line IFCB system. If for some reason the system is down before the respective deadline, please email your bid to info@crwconsulting.com or fax it to 918.445.0049. Bids or questions submitted in this fashion will be disqualified if the on-line system is active at the time of submission.
 
·         Bidder must agree to participate in USF Program (AKA “E-rate”) for the corresponding funding year.
 
·         Please include the correct Service Provider Identification Number (SPIN) on your bid.
 
·         By submitting a bid, bidder certifies that the bidder does have a valid (non-red light status) SPIN for the E-rate program at the time of submission. Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.
 
·         Bidder is expected to provide the lowest corresponding price per E-rate rules.  See http://www.usac.org/sl/service-providers/step02/lowest-corresponding-price.aspx for details.
 
·         Contracts must not prohibit SPIN changes.
 
·         Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).
 
·         Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period.
 
·         All contracts awarded will be contingent upon E-rate funding and final board approval.  The applicant may choose to do all or part of the project upon funding notification.
 
·         All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms.
 
·         Prices must be held firm for the duration of the associated E-rate Funding Year(s) or until all work associated with the project is complete (including any contract and USAC approved extensions). E-rate rules require applicants to evaluate the cost of eligible goods and services, and to cost-allocate out the amount for ineligible services from their funding request.
 
 
·         MAINTENANCE BIDS LISTING ONLY AN HOURLY RATE AND NOT A MONTHLY OR ANNUAL TOTAL WILL BE DISQUALIFIED.  VENDORS QUOTING AN HOURLY RATE ARE REQUIRED TO ALSO A) CONFIRM THAT YOU HAVE THE ABILITY/EXPERTISE TO MAINTAIN ALL OF THE EQUIPMENT LISTED AND B) PROPOSE A NUMBER OF HOURS AT A PARTICULAR RATE MONTHLY TO PROPERLY MAINTAIN THE ENTIRE LIST OF EQUIPMENT.  BIDS THAT CONTAIN ONLY HOURLY RATES, WITHOUT CONFIRMATION THAT THE COMPANY CAN SERVICE THE LIST OF EQUIPMENT, OR WITHOUT A MONTHLY TOTAL, WILL BE DISQUALIFIED.

·         If the Applicant is requesting bids for equipment with specific make and model numbers listed, the Applicant will also accept bids for functionally equivalent equipment.

 CATEGORY TWO VOLUNTARY SITE VISIT:
 
PROVIDERS WISHING TO BID ON THE CATEGORY TWO PROJECTS MAY ATTEND A VOLUNTARY WALKTHROUGH SCHEDULED FOR January 6, 2016 at 9:00 AM.
 
CATEGORY TWO PROJECT DETAILS:
Looking to add wireless capabilities, access and security. We would like to break up the technology runs to four separate runs in the Blackwell Middle School. This includes a need for fiber runs, racks, switches and Cat5 cable runs. We would also like to increase security and add wireless capabilities in the other two sites. Blackwell School prefers C2 vendors that can provide on-site support within 2 to 3 hours and may choose to award additional points to those vendors that can meet this service timeline. Please confirm on your bids if your company can provide on-site technical support to the school within two to three hours.
 
 There is another document available for download (Blackwell C2 list) that details the equipment the Applicant would like to purchase and have maintained. Applicant will accept bids for functional equivalents when a preferred Make/manufacturer is listed. There are twelve projects – Projects A, B, C and D for Internal Connections; Projects E, F, G and H for Basic Maintenance (BMIC); Projects I, J, K and L for Managed Internal Broadband Services (MIBS). Service providers are required to bid an entire project – Project A, B, C, D, E, F, G, H, I, J, K and/or L. Bids for individual components of any projects will be disqualified.

Where do we go for the voluntary walkthrough scheduled for January 6th at 9:00am?

Answer:
 We will meet at the central office located at 201 E Blackwell Ave, Blackwell OK

1. We would like to schedule a web demo overview with the end user to introduce Aerohive and our controller-less solution. When would a technical contact be available. 2. What is the school using for WLAN components now?

Answer:
 Right now we have Cisco Aironet. Not currently interested in a webinar.


• How many of the switches need to be stacked at each location? • Will the new router or switch equipment need to be configured for interoperability with any existing/legacy hardware? o If so, please provide details regarding the existing environment including makes/models, Layer-1 connectivity, speeds, and VLAN design • Are wireless site surveys required prior to installation? • Will the new wireless equipment need to be configured for interoperability with any existing/legacy WiFi infrastructure? o If so, please provide details regarding the existing wireless environment including makes/models, mesh, Layer-1 connectivity, speeds, SSID and VLAN design, authentication, etc.

Answer:
 The only switches that we should need would be in the new racks created when we split out the Middle School into 3 or 4 zones.  We would need probably 22 48 port switches at each new location with a gbic and fiber running back to the core switch for the Middle School.

 

There will be no configuring with any legacy hardware.

 

This district has not had any wireless surveys done so if you feel it best to conduct a survey I would add it into your quote.

 

All wireless will be installed as if we never had any wireless.  Depending on your quote this might also require new switches to handle the access points.  I will remove all access points prior to your install if you get the bid.
