IFCB Requirements :
 ·         All Questions and Bids must be submitted using the on-line IFCB system. ·         Bidder must agree to participate in USF Program (AKA “E-rate”) for the corresponding funding year.
 
·         Please include the correct Service Provider Identification Number (SPIN) on your bid.
 
·         By submitting a bid, bidder certifies that the bidder does have a valid (non-red light status) SPIN for the E-rate program at the time of submission. Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.

·         Contracts must not prohibit SPIN changes.
 
·         Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).
 
·         Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period.
 
·         All contracts awarded will be contingent upon E-rate funding and final board approval.  The applicant may choose to do all or part of the project upon funding notification.
 
·         All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms.
 
 
·         E-rate rules require applicants to evaluate the cost of eligible goods and services, and to cost-allocate out the amount for ineligible services from their funding request. If your company will be bidding bundled data and voice plans, please identify the amount to be cost-allocated out for the ineligible data, text messaging functions or other bundled ineligible services.

CATEGORY TWO PROJECT DETAILS:
 
Do NOT combine multiple schools on one template – each school must have its own template.  We would like for you to submit your bids in your normal format – a word/excel/PDF as you normally would (in addition to the required templates).  The winning vendor will be required to complete, for each school (and all shared equipment), the 2016 USAC C2 Templates when they become available. 

The District wants to expand and update their network to include a Caching Server.  The District will need a server rack and UPS for the server.  In the server room there is room for a floor mountable 48-inch open face server rack.  In that rack the District will install the rack mountable caching server and the UPS. With the caching server they expect to increase the processing time of their students as they complete their studies via the internet.

Lead Hill School District (Shared)
·         Caching Server – One Cachebox 100 or a functional equivalent caching server capable of processing 400 or more requests per second.
·         Racks – One 48-inch, 4 post server rack, to house the Caching Server, example: Startech.com (25U 4 post open frame rack) or functional equivalent
·         UPS/Battery Backup – One 700 watt 19-inch rack mountable UPS for the Caching Server

This appears to be a duplicate of a bid we already responded to. Can you explain why this is reissued or is this actually duplicate equipment?

Answer:
 Because we found the bids we received to be not acceptable and failed to provide the products or the services we were wanting (the caching server in particular was an issue). I felt it was better to reject these bids and provide a more specific request and see if that would aide in getting bids closer to the mark. I recommend a new review with the new specifications and vendors should submit new bids based upon the additional details provided. While this may appear to be a duplicate, there is more detailed information which should clarify what we are wanting and explain in better clarity the direction we wish to take.

How many devices connect to the internet concurrently at peal times? Our peak time is in the afternoon during 6th, 7th and 8th periods. We have approx 250+ devices connected.

 

By how much to you expect to increase bandwidth capacity and device count in the next 3 years? We are scheduled to be upgraded to a 100 Mbps connection, and growth is projected to be approx 50- 100 additional devices per year for the next three years.

Is 3 years of manufacturer support sufficient?

Answer:
 We did not bid out Basic Maintenance of Internal Connections and we are not requesting support contracts.

Would you prefer a 4-post rack on casters or one that is anchored to the floor?
