IFCB Requirements :
 ·        All Questions and Bids must be submitted using the on-line IFCB system. ·        Bidder must agree to participate in USF Program (AKA “E-rate”) for the corresponding funding year.

·        By submitting a bid, bidder certifies that the bidder does have a valid (non-red light status) SPIN for the E-rate program at the time of submission. Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.
 
·        Bidder is expected to provide the lowest corresponding price per E-rate rules.  See http://www.usac.org/sl/service-providers/step02/lowest-corresponding-price.aspx for details.
 
·        Contracts must not prohibit SPIN changes.
 
·        Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).
 
·        Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period.
 
·        All contracts awarded will be contingent upon E-rate funding and final board approval.  The applicant may choose to do all or part of the project upon funding notification.
 
·        All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms.
 
·        Prices must be held firm for the duration of the associated E-rate Funding Year(s) or until all work associated with the project is complete (including any contract and USAC approved extensions).
 
·        E-rate rules require applicants to evaluate the cost of eligible goods and services, and to cost-allocate out the amount for ineligible services from their funding request. If your company will be bidding local phone service, please identify the amount to be cost-allocated out for the ineligible services - DID lines, voice mail, caller ID, inside wire maintenance, 900 call blocking, or other bundled ineligible services.
 
·        E-rate rules require applicants to evaluate the cost of eligible goods and services, and to cost-allocate out the amount for ineligible services from their funding request. If your company will be bidding internet access service, please identify the amount to be cost-allocated out for the ineligible services – email service, web hosting, content filtering, or other bundled ineligible services.

For the WAN connections. Which site is the hub site and please clarify if the request is for 1 or 2 remote sites back to the hub. Will the district provide switches and if so what is the make/model by location, is there a 1 Gbps port available on each switch?

Answer:
 Our network core is at the Media Center, 924 South CHS Strt, Chandler, OK

 

Per our 470:

-Core/MC  1 Cisco Layer 3 switch for routing (will need Fiber ports)

-HS: Fiber run to Core/MC  1 Cisco layer3 switch for routing (will need Fiber Ports)

-JH: Fiber run to Core/MC

-PR: Fiber run to Core/MC

-STEM: Fiber run to Core/MC  1 Cisco Layer 3 switch for routing (Will Need Fiber Ports)

 

Note: 

1)The Fiber run to the STEM building can run from JH to STEM instead of home-running to Core/MC.  There is existing conduit from JH to STEM for that Purpose

2) The JH and PR have an existing Cisco SG300 with Fiber Ports

What is the size of the core internet connection in Mbps? How much bandwidth is used at peak times in Mbps? How many devices connect to the internet concurrently at peak times? How much would the school expect to increase any of the above in the next 3 years?

Answer:
 Our Current internet connection to our network Core/MC is 100MB.

Our peak bandwidth has spiked to 90%.  Normal is 25 to 40% Peak network device count approach 500 concurrent devices Device count will more than likely increase over the next 3 yrs, bandwidth is expected to be adequate for at least 2 years.  

Vision into the third year is getting a little more fuzzy.  With good management and a proxy, bandwidth might be adequate into third year.

Please provide the location name of for the Joe Long Drive address. It appears from Google Maps that it would be the football field. The other two locations requested come up as the Media Center and East Side ES. Please confirm this is correct.

 Yes that is correct.  We call it the Football Fieldhouse

Should punch down blocks be quoted as part of the C2 project?

Answer:
 Yes, please do
