IFCB Requirements :
 ·         All Questions and Bids must be submitted using the on-line IFCB system. ·         By submitting a bid, bidder certifies that the bidder does have a valid (non-red light status) SPIN for the E-rate program at the time of submission. Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.

·         Contracts must not prohibit SPIN changes.

·         All contracts awarded will be contingent upon E-rate funding and final board approval.  The applicant may choose to do all or part of the project upon funding notification.
 
·         All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms.
 
 
·         E-rate rules require applicants to evaluate the cost of eligible goods and services, and to cost-allocate out the amount for ineligible services from their funding request. If your company will be bidding bundled data and voice plans, please identify the amount to be cost-allocated out for the ineligible data, text messaging functions or other bundled ineligible services.

11. How often to anchor surface mount conduit? Follow industry standard.

12. How many cables allowed in surface mount conduit? Use raceway that fits 2 to three cables.

13. What color for surface mount conduit? Beige.

14. Does indoor wiring in Gymnasiums have to be in conduit if it's indoors and above 20'? No.

CATEGORY TWO PROJECT DETAILS:
 
There are additional documents for download that provide the details of each project and there are also maps available for download.  There are EIGHT different projects; each project is for a different school.  Vendors will supply and install new CAT-6 plenum UTP cable plants at different campuses.  Vendor must provide professional documentation of the new school data network to include Visio or CAD drawings. 
Please include pricing for installation, activation, and/or initial configuration costs.  We would also like for you to submit your bids in your normal format – a word/excel/PDF as you normally would (in addition to the required templates).  The winning vendor will be required to complete, for each school (and all shared equipment), the 2016 USAC C2 Templates when they become available.

can you clarify what type of devices need to be quoted whether this is for basic flip phone type services or smartphone services and how many of each if a mix. Also what are the talking minute requirements, texting requirement and any DATA usage requirements ?

Answer:
 Flip phones- 10

2 groups of 5 with 2,100 minutes for each group

During the walk through's David Campbell sent out an email of the actual RFI (El Dorado School District #15 Rewire Project) to all of us that states that they are taking questions until December 21st and won't have answers until Jan. 13th. When is that actual bid date and does this RFI override the bid documents in CRW?

Answer:
 There was no RFI put out during the walk through. All parties present were told that the only document given them was purely for information about parts and what things go together and cabling colors - and nothing else. Each school is a separate bid.

We were careful to expressly state that the information for those kind of things would be on the website and that the website superseded all other information(in addition to specific installation information gained in the walk through by the bidders first hand observations).

In the RFI sent out during walk throughs it states that all the work has to be done in 4 weeks. This is nearly impossible with the amount of work and number of buildings to be completed. All three companies on the site visit stated that same thing. What is the actual schedule for work to be completed?

Answer:
 There was no RFI put out during the walk through. All parties present were told that the only document given them was purely for information about parts and what things go together and nothing else. Each building is a separate bid.

 

Whenever the work is started it cannot be done during school hours and must be completed by the end of June in order for the school computers to be reconnected and the network made ready for use by school startup.

 

Not all bidders that were present thought is was impossible. They all were being made aware that a small number of crew members would not be sufficient to complete the work so that school operation was not disrupted.

Is there a wage order associated with this project?

Answer:
 No

Can you post a complete set of the Visio drawings on CRW's site? They emailed out some of them during the walk through. The drawings currently attached with Visio markups are not clear enough to read.

Answer:
 Copies of the Visio Drawings that exist were given to to all attendies and are posted on the IFCB 

During the walk through it was stated that the owner wanted a manufacturers warranty. How many year warranty are they requiring? Berktek/Leviton includes a 30 year warranty with their Cat 6A solution.

Answer:
Any warranties that you bid will need to be excluded from the template and submitted as line item pricing on a separate quote for each school. Parts are all exactly the same so they would have the same warranty. An installation warranty from the installer is desired for the period of two years after completion.

 

During the demo of all existing cabling are we required to demo all the existing raceway also and replace with new to allow for the size of the Cat 6A cabling?
