IFCB Requirements :

· All Questions and Bids must be submitted using the on-line IFCB system. If for some reason the system is down before the respective deadline, please email your bid to info@crwconsulting.com or fax it to 918.445.0049. Bids or questions submitted in this fashion will be disqualified if the on-line system is active at the time of submission.

· Bidder must agree to participate in USF Program (AKA “E-rate”) for the corresponding funding year.

· Please include the correct Service Provider Identification Number (SPIN) on your bid.

· By submitting a bid, bidder certifies that the bidder does have a valid (non-red light status) SPIN for the E-rate program at the time of submission. Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.

· Bidder is expected to provide the lowest corresponding price per E-rate rules. See http://www.usac.org/sl/service-providers/step02/lowest-corresponding-price.aspx for details.

· Contracts must not prohibit SPIN changes.

· Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).

· Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period.

· All contracts awarded will be contingent upon E-rate funding and final board approval. The applicant may choose to do all or part of the project upon funding notification.

· All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms.

Services and Equipment Requested :

UPDATE 12/21/2015 3:00PM CST - We have filed two 470s for the same service, both 470 # 160013032 and 470 # 160013147 refer to this IFCB and the request for a SIP trunk.

SIP trunk for approximately 25 simultaneous calls. Minimum amount of bandwidth requested: 3 Mb. Please bid at 3 Mb and 10 Mb. If pricing is available for bandwidth ranges between those to values please provide that pricing. Terminating address for SIP Trunk will be 1000 Brazos Street, Graham, TX 76450.

Are you open to allowing the sip trunks to "ride in" over your internet connection? Is your internet bandwidth currently provided over fiber? Are there still 7 locations whose addresses will need to be provided to the PSAP for 911? Is your NEC system currently connected to a PRI? Has the NEC been upgraded to accept sip via a session border controller/sip gateway?

Answer:
We are not open to having the SIP ride in on our current Internet service. This will need to be a dedicated SIP trunk.

Our current Internet connection is fiber. Please remember we are only requesting bids on the SIP trunk on this IFCB.

All locations will need 911 access. Please remember we are only requesting bids on the SIP trunk on this IFCB.

Current NEC system is not connected to PRI line. Please remember we are only requesting bids on the SIP trunk on this IFCB.

If district does implement district wide VoIP, NEC controller will be replaced with a more robust solution. Please remember we are only requesting bids on the SIP trunk on this IFCB.

Do each of your sites have a phone system with its own connection to the PSTN? If so, what is the line count at each site?

Answer:
Each campus has its own phone system and its own PSTN connection. The amount of lines per campus varies. Please remember, we are only requesting bids for one SIP line at the 1000 Brazos Street address with the capacity to handle 25 concurrent calls on this IFCB. Do not bid anything other than the requested SIP trunk on this IFCB.
